Based in part on the 2020 analysis of MHPSS capacity gaps and CO programmatic mapping, and the launch of the UNICEF MHPSS Global Framework, the consultant – in discussion with the MENARO MHPSS Task Force and HQ MHPSS Technical Advisors – will provide oversight, guidance, and technical support to MHPSS activities and programming in the region.
How can you make a difference?
The MHPSS Specialist will be responsible for ensuring that all MHPSS activities are aligned with UNICEF and global guidelines and best practices in the field of MHPSS and for providing technical oversight, guidance, support, and supervision to MHPSS activities and programming in the region. In addition, specific attention will be paid to:
1. based in part on a programme and capacity gaps mapping carried out in 2021, provide technical support to the RO, specifically with respect to developing strategies/training materials to address MHPSS, including the rollout of other HQ led initiatives in the MENA region, i.e., the Minimum Services Package (MSP), EQUIP, and adolescent focused MHPSS interventions.
2. supporting operationalization and implementation of the Global Mental Health and Psychosocial Support Acceleration Project within the MENA region to all country offices (both humanitarian and development contexts). (Specific attention will also be paid to the two selected country offices (Iran and Lebanon) receiving special earmarked funding from HQ under the Global Acceleration initiative).
Consultants main tasks:
1. Program support: Support country teams (and via UNICEF country teams any MHPSS Implementing Partners) and provide guidance and oversight in the development and running of culturally appropriate mental health and psychosocial activities in line with global guidelines and UNICEF’s MHPSS Global Framework. This includes: holding two webinars on contextualization of the new Global Guidelines, one for Humanitarian Action countries and another for Development context countries; holding monthly community of practice meetings with the countries selected to demonstrate the new Global Framework; and developing a universally usable TOR for countries to establish their own MHPSS cross-sectoral Thematic Working Groups.
2. Development of MHPSS Training Materials – this includes contextualizing training materials that may exist, or developing from scratch, MHPSS training materials; orientations to the new Global Framework and providing/organizing context specific trainings (as required), i.e., “How to programme effectively for Child Friendly Spaces.” This also include developing guidance (or a Toolkit) on how to integrate the new MHPSS Global Guidance into country office planning (including County Programme Documents).Support Cross-Sector Integration of MHPSS in the Region – organize and facilitate monthly regional office MHPSS Technical Working Group meetings to include all sectors; contribute to the development of an annual MHPSS regional office workplan and budget allocation; provide monthly progress updates including successes and challenges to the regional office Technical Working Group on the MHPSS Acceleration Project and the MHPSS Demonstration Project, ensuring their inputs and support throughout.
3. Proposal Development: Assist country teams in developing further MHPSS programming as appropriate and in the development of project proposals, including development a depository of templates, i.e., job descriptions, MHPSS evaluations, and an up to date list of trainings available.
4. Standards and principles: Ensure that all MHPSS work is in keeping with IASC guidelines on MHPSS support in emergencies and UNICEF’s MHPSS Global Framework, including developing a standardized job description that can be used across MENA and a list of recommended trainings that staff should complete if they are MHPSS focal points
5. Promote IASC MHPSS guidelines and UNICEF’s MHPSS Global Framework where appropriate opportunities arise.
6. Crosscutting integration: Provide support to country teams based on identified needs and working to ensure IMC holistic and crosscutting approaches across MHPSS, Nutrition, Health, Education Child Protection and GBV program areas.
7. Support country teams in coordinating activities with relevant Government Authorities, International and National Organizations, advocating for best practices, and partnerships in line with national strategies.
8. M&E: employ consistent, standardized tools for monitoring and evaluating processes and outcomes of UNICEF’s MHPSS programs across the region, with attention to record lessons learned through evidence-based practice for the purpose of project replication or expansion.
Capture and facilitate learning including achievements and challenges in the MHPSS Accelerator Project and the MHPSS Demonstration Project to RO, HQ and other Ros MHPSS Consultants in a timely manner, including attendance at HQ meetings.

To qualify as an advocate for every child you will have…
Consultancy Requirements:
Education: Candidate must have a degree in psychology (with demonstrated practice experience), or social work (with demonstrated counselling experience), or psychiatry
Work Experience:
• At least eight (8) years regional experience with child protection and/or MHPSS programming for children, including in humanitarian contexts.
• Experience in project coordination and management.
• Good knowledge and understanding of humanitarian principles, child safeguarding measures and established international standards on mental health and psychosocial support for children in humanitarian and/or development settings.
• Strong organizational and facilitation skills whether face to face or remotely with diverse stakeholders.
• Comfortable to work independently while coordinating closely with different teams.
• Experience creating training materials and facilitating MHPSS trainings.
• Experience in MHPSS research a plus.
Language: Full and demonstrated command of spoken and written English is essential. Arabic language proficiency preferred.
Applicants are also required to indicate availability and financial quotation in USD to undertake the terms of reference above.
TRAVEL CONSIDERATIONS:
This is a remote/home based consultancy, no travel is required.
Payment Schedule:
PROPOSED PAYMENT SCHEDULE: Monthly
UNICEF will pay a lump sum payment monthly, based on submitted progress reports. Workplan will be discussed and agreed upon with supervisor at the beginning of each month.
