Solina Health is an indigenous nonprofit institution that works to accelerate positive health, social and economic reforms through high-quality program design and implementation, capacity building, implementation science research and knowledge generation, as well as agenda-setting and stakeholder convening across human development sectors. The Consultant will support the Guinea Bissau EPI team and Ministry of Public Health (MoPH) through the Management Surge programme to strengthen Guinea Bissau’s EPI COVID-19 vaccine delivery efforts and improve the effectiveness of its rollout. S/he must be conversant with the country’s health context with established relationships in the Ministry of Public Health

Technical Responsibilities

  1. Strengthen governance and coordination at the COVID-19 vaccine deployment technical working group (TWG) and improve stakeholder alignment
  2. Support the refinements of the rollout plan and address challenges hampering the execution of the delivery strategy
  3. Strengthen the EPI and MoPH’s use of data to guide decision making
  4. Support the implementation of the country’s demand generation and communication plan to enhance the COVID-19 vaccination efforts

Required competencies

The right candidate for this role should demonstrate a passion for improving health outcomes in low resource settings and understand the critical role of human capital in economic development. In addition, S/he will possess a can-do spirit, deploy a results-driven approach, and drive change on the EPI programme while ensuring s/he maintains a good relationship with the EPI management team through savvy and humility.

  5. Demonstrate strong people and relationship management skills, with the ability to promote the work of other individuals;
  6. Possess capacity building, and skills transfer competencies, with experience managing change in organizations;
  7. Fast learner, open to learning from peers, subordinates, and supervisors collaboratively and at a rapid pace;
  8. Strong verbal and written communications skills – in English and Portuguese;
  9. Must be resident in Guinea Bissau

Education and Experience

  1. Minimum of a Masters’ degree in Public Health, Social Sciences, Policy and Strategy Development, Administration, Health Management or similar relevant field
  2. Eight (8) years of progressive experience working in relevant health programs at the country level; with specific management consultancy experience on institutional support for public institutions. Established relationships with the Ministry of Public Health is a plus.

Terms of Engagement

The Consultant will be engaged for a 12-month period over which s/he will support the Solina team in implementing the programme deliverables. The work will mostly be executed in the National EPI Office in the capital city, Bissau. Travel to regions will be undertaken during the quarterly monitoring visits to vaccination sites and, if necessary, in line with the Consultant’s work plan. Solina will directly cover the cost of all logistics expenses incurred as a result of the execution of this body of work. These will include travel, hotel accommodation, communication and other related expenses. The Consultant will receive a fixed monthly fee/salary for his/her effort.
