How can you make a difference?
Under the general supervision and guidance of the Senior Coordinator East, the Programme Officer (Head of outpost) manages overall coordination/supervision of a broad range of activities as head of the outpost, supervises staff, manages assets and provides professional technical assistance and support for programme design, planning and implementation management and evaluation of programme/project activities data analysis and progress reporting in support of achievement of programme goals and objectives.
- Manages outpost team in coordination and under the guidance of the Senior Coordinator East and provides effective supervision of staff and management of UNICEF assets.
- Provides professional technical assistance in the preparation of the Situation Analysis for programme development and management by collecting and analyzing data ensuring effective implementation and monitoring progress as well as results.
- Monitors programme implementation progress timeliness and compliance. Monitors the allocation and disbursement of programme funds verifies that funds are properly utilized and liquidated. Takes appropriate recommendations or actions to optimize use of programme funds.
- Undertakes field visits to monitor and assess programme implementation and decides on required corrective action.
- Facilitates partnership and collaboration with internal and external counterparts including those of the UN and national and provincial partners in order to improve the ability to collect and disseminate development data and information exchange information on programme/project status and implementation and movement/distribution of supplies.
- Provides government authorities at the provincial level with technical assistance and supports in planning and organizing activities for the purpose of capacity building and programme sustainability.
- Analyzes programme related issues and policies from a childrens and womens rights perspective and advocates at the community and family levels. Promotes the organization goals of UNICEF through active advocacy and communication.
- Supports rights-based programmes approach in the development of strategies and implementation frameworks. Contributes to coherence synergy and added value to the programming planning and design processes using a results-based management approach to programme planning and design.
- Collaborate with the managers of sectoral programs based in Goma on the implementation of activities related to their program.
To qualify as an advocate for every child you will have…
- At least a university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.
- Minimum two years of professional work experience is required in the relevant areas including programme design planning and implementation management and evaluation of programme/project activities. Field work experience and background/familiarity with emergency response would be strong assets. Candidates with additional years of relevant work experience will be given due consideration.
- Fluency in French and English is required. Knowledge of another UN language or local knowledge of the duty station is considered as an asset.
