The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit program that implements legal reform programs in roughly 60 countries around the world. ABA ROLI has nearly 700 professional staff working abroad and in its Washington, D.C. office.
JOB SUMMARY
ABA ROLI seeks a Project Coordinator who will be responsible for leading projects funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL) in CAR; Professionalizing the Judicial Sector and Building Court and Legal Capacities to Prevent and Combat Atrocities.
The Project coordinator (PC), working under the supervision of the Country Director (CD), oversees the implementation of the projects, assuring their timely implementation according to established work plans, monitoring and evaluation frameworks and budgets. The PC also ensures compliance with ABA ROLI and donor rules and regulations for programmatic and financial implementation of grant agreements. This position is based in Bangui but requires regular travel within CAR to oversee project implementation.
RESPONSIBILITIES
· Oversee and manage all aspects of the projects implementation, ensuring compliance with ABA and donor regulations and local law.
· Develop/actualize all relevant projects’ workplans and ensure the effective and accountable implementation of program activities.
· Work with the Field Financial Manager and other administrative staff to maintain compliance with ABA ROLI and donor policies and procedures and ensure efficient and timely expense reporting and administrative operations.
· Ensure quality monitoring and evaluation for the projects, with support from the M&E officer.
· The PC will ensure timely and quality reporting to the donor on ABA ROLI’s achievements using available software programs and tools.
· Collaborate and build relationships with ABA ROLI’s external partners and institutions, including governmental authorities, civil society groups, donors, and other relevant international agencies like the UN.
· Coordinate with ABA ROLI’s Outreach team and local media to create awareness of ABA ROLI programming and services.
· Represent ABA ROLI at meetings with partners or donors, related to the INL relevant projects or as requested by the Country Director;
· Other duties as assigned.
QUALIFICATIONS
· Relevant university degree (Law, Project Management, Political Science, or other International Development-related field);
· Minimum five of experience in management of a Rule of Law program, governance support program or a related field;
· Experience working in a multi-cultural environment, preferably in Africa, and the ability to thrive in a challenging political environment;
· Ability to communicate fluently both orally and in writing in French;
· Proven capacity for planning, program monitoring, problem solving, and organizational skills;
· Ability to work proactively with minimal supervision;
· Consistently high level of professionalism, initiative, judgment, and discretion;
· Proven experience (3-5 years) of work for NGOs, or other not-for-profit entity on promoting justice sector, or any rule of law area of activities;
· Excellent interpersonal skills;
PREFERRED QUALIFICATIONS
· Proven experience organizing and coordinating high-profile events an asset;
· Knowledge of Central African Legal System;
· English language fluency is preferred.
· Experience with financial program management/oversight
