Staff on probation are not eligible to apply. Applicants for promotion must have served at their position for at least one year and must have normally served at their personal level for at least two years immediately preceding the date of the vacancy closing date. Applicants for lateral transfer must have served at their position and personal level for at least one year immediately preceding the date of the vacancy closing date (reference A.O. 2.03, paragraphs 5.8 and 5.9).
This is a senior staff fixed-term appointment for a period of 3 years. This vacancy is open to internal and external applicants.
If the selected candidate is an external hire, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years, or be reassigned to any suitable position in ADB.
The same terms and conditions also apply to a selected internal candidate. In addition, if the staff selected has a regular appointment, staff will retain the regular appointment and his/her selection will be considered an assignment for an initial fixed period of 3 years. If the staff selected has a fixed-term appointment, his/her appointment will cease, and he/she will be given a new fixed term appointment for an initial term of 3 years.
Fixed-term appointments or assignments are subject to Section 3 of Administrative Order (AO) 2.01 (Recruitment and Appointment) and Section 8 of AO 2.03 (Selection, Talent and Position Management) and its Appendices.
Whether the selected candidate is internal or external, and regardless of the type of appointment, any extension of staff beyond age 60 shall be subject to such terms and conditions determined by ADB, including, where relevant, those provided in Section 10 of AO 2.05 (Termination Policy) and its Appendices.
Overview
Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The position is assigned in the Japanese Representative Office (JRO) within the Strategy, Policy and Partnerships Department (SPD).
SPD provides ADB with strategic planning perspectives and direction, ensures policy and operations coordination, develops policies and business processes for sovereign and nonsovereign operations, supports allocation and monitoring of the use of operational resources, manages the implementation of development results and effectiveness, establishes and manages strategic partnerships with official and other concessional partners including private and public financial institutions and traditional and new development partners, and conducts quality review of selected project documents. The department also oversees representative offices in Washington DC, Tokyo and Frankfurt. JRO develops and strengthens relations between ADB and the government of Japan. JRO develops partnerships and engages with a wide range of stakeholders in Japan, including multilateral and bilateral development and financial institutions, business community, nongovernment organizations, media, and academe.

Job Purpose
The Representative oversees operations of the Japanese Representative Office. The position is responsible for raising ADB’s profile to strengthen Japan’s support to ADB in implementing Strategy 2030 through engagement with government decision makers, opinion leaders, private sector and key development partners; enhancing relations with top-tier national media in coordination with the Department of Communication; strengthening financing and knowledge relationships with Japanese development partners in coordination with Sustainable Development and Climate Change Department, Economic Research and Regional Cooperation Department, and Operations Departments; and support to Management and ADB-wide activities.
The incumbent will report to Director General, SPD and will supervise International, National, and Administrative Staff.
Responsibilities
- Builds positive and trusted relationships with Japanese government decision makers, opinion leaders and key development partners and raises and strengthens awareness of ADB activities. Fosters ADB’s relationships with other targeted audiences (e.g., private sector, think tanks, civil society and nongovernment organizations, academe, and multilateral institutions with offices in Japan).
- Strengthens and develops new knowledge partnerships with relevant organizations to support the implementation of Strategy 2030. Explores and raises ADB’s reputation as a strategic knowledge partner for knowledge sharing, operations cooperation, and financing.
- Engages top-tier national media proactively and organizes outreach for ADB Management and senior staff.
- Supports and facilitates official, private, and commercial cofinancing for ADB trust funds, technical assistance, and projects and programs.
- Participates in outreach to professional networks and organizes career seminars for talent acquisition and recruitment.
- Ensures effective coordination and cooperation with ADB departments and offices and other internal stakeholders.
- Provides support to Management and senior staff in arranging meetings with Japanese stakeholders, launch of key publications, recruitment of staff, and in preparing briefing materials for Management and senior staff for meetings with Japanese stakeholders.
- Manages staffing and budget allocations efficiently, undertakes performance management and promotes staff engagement and development, and ensures staff welfare and well-being.
- Coordinates with the Organizational Resilience Unit (CSRS-OR) in overseeing preparation and implementation of Representative Office-specific organizational resilience plan.
Qualifications
Relevant Experience & Requirements
- Master’s Degree, or equivalent, in Economics, Finance, Business Administration or related fields; University degree in Economics, Finance, Business Administration or related fields, and at least 10 years specialized experience relevant to the position can be considered.
- At least 15 years of relevant professional experience; international experience working in several countries
- Broad-based exposure to strategic planning and policy, and operations of multilateral development and financing institutions
- Experience in managing high-level negotiations with member governments, particularly donor countries
- Proven interpersonal, cross-cultural, and negotiating skills, with the ability to liaise effectively with senior staff, Management, and senior government officials
- Excellent oral and written communication skills in English and Japanese
