Main purpose of job:

Manage and maintain the entire portfolio of real estate that encompasses the two posts in New York – British Consulate General and UK Mission to the UN (UKMIS) including the management of the representational properties of the Ambassador, Deputy Ambassador and Consul General as well as the functional management of the Posts’ Office location in Midtown Manhattan. 

Primary roles and responsibilities: 

  • Develop, implement and maintain estates policies: Ensure that accommodation policies are reviewed regularly, that they reflect organisational guidance and that rent ceilings are applied.  Submit recommendations to the Post Housing Committee for any required changes to accommodation policy. Ensure that policy statements are clear and accurate.
  • Manage process and procedures for leasing of residential property: Oversee the management of 40 plus rental properties.  Ensure all leases are compliant with organisational guidance and local law and that properties meet health and safety requirements. Working with the Housing Manager, who will oversee day to day lease management.
  • Management of the Estates Budget ($4 million): Manage the Estates budget, ensuring that all funds are profiled for the year.  Prepare budget estimates for future years spend.  Where necessary, provide a business case and justification for spend.
  • Leadership of Facilities Team: Provide strong and inclusive leadership and guidance to the Facilities team, ensuring that it is a coherent and effective operation within the wider Corporate Services Group.  Ensure all work streams are being implemented and high standards are being met.
  • Corporate Agenda: Ensure that the management of the Estate reflects wider change initiatives particularly on environmental issues and corporate services (standardise, streamline, simplify).  Participate/ contribute/ inform in the relevant Post committees, including the Housing Committee, Health & Safety Committee, and Green Committee.  Maintain high standards of Customer Service.
  • Healthy and Safety:  Working with Technical Works Officers, ensure that the working and living environment for all staff and their families (for UK-based) is compliant with organisational guidance.
  • Project management:  Carry out project management of works funded centrally.  Ensure all works meet organisational procurement guidelines.  Provide communication to all staff where the works may affect the business continuity of the Embassy/ Residence.
  • Vendor/ supplier Management:  In conjunction with the Procurement Specialist, continually review large value supplier/ vendor performance to ensure that required standards are being met, performance is monitored and value for money is being achieved.
  • Stakeholder Management: Communicate clearly and in a timely manner with stakeholders throughout the New York Posts on relevant issues from the Estates strategy/ planned projects/ planned maintenance, etc.  Also liaise with other internal departments regularly to improve the long term vision and use of the Estate in New York.
  • Line Management:  Carry out direct line management duties for 4 staff
  • Perform other ad-hoc duties as required

Resources managed (staff and expenditure):

  • 4 Direct Reports (and 5 indirect reports)
  • $3.3 million lease budget
  • $500,000 maintenance budget
  • $250,000 furniture budget
  • Oversee management of over 20 owned properties
  • Oversee the management of over 40 rented properties

 

The jobholder will need proven skills and experience in:

  • A minimum of 8 years of administrative experience, ideally in maintenance and facilities management
  • Asset management and estate strategy
  • Relationship management and stakeholder engagement
  • Team leadership and staff management
  • Project management and service delivery
  • Managing a varied workload, often with competing and changing priorities
  • Contract Management and procurement
  • Understanding architectural drawings and technical requirements;
  • Excellent oral and written communication skills and good IT skills
