The Project Finance & Compliance Director is a new role responsible for ensuring operational excellence for the newly awarded LWA-STAND activity. The Director will play a key role in establishing processes and policies focused on financial and budgeting; procurement, subaward and subcontract management; and logistics; and donor compliance in collaboration with IREX HQ staff. The successful candidate will bring previous experience in a similar capacity leading finance and operational environment on a USAID funded project. They will be proactive, strategic, and collaborative in nature and play a direct role supporting our client and partners over the life of the project.

Your Background & Skills
- A Bachelor’s degree in business, management, accounting, finance, or economics
- 10+ years of progressive work experience; may include a combination of part-time, internships, etc.
- Prior experience with auditing or accounting preferred
- Prior experience in financial compliance for USAID/federal government and working knowledge of CFR and FAR required
- Prior knowledge of Deltek accounting system and IBM TM1 budgeting and planning application highly desired
- Proficiency in one of the following languages – Arabic, French, Russian, Spanish
- Willingness to travel overseas up to 40 percent of the time and to consider long-term overseas assignments
- Proven experience managing multiple tasks in a demanding, time sensitive work environment
- Experience conducting research and ability to proficiently articulate findings in the English language
- Proactive and comfortable with contemporary digital platforms for collaboration and communication
- Proficient in Microsoft office products, including and especially Excel
- Clear, succinct and compelling communication skills, both oral and written
- Outstanding interpersonal and intercultural skills
- Very strong time management, multitasking, and organizational skills
- Speaking, reading and writing proficiency in English required
- You must have unrestricted authorization to work in the United States.
Your Daily Tasks
General Responsibilities:
- Oversee Finance and Compliance of IREX LWA program portfolio
- Provide finance and compliance guidelines to LWA program staff; conduct trainings for project staff
- Ensure LWA projects procurement systems and USG approval, waiver, and other regulatory compliance processes are in place
- Make recommendations on strengthening policies and procedures to ensure the effectiveness of internal controls in preventing, identifying, and addressing noncompliance with applicable rules and regulations
- Make recommendations on strategies to streamline systems for effectiveness and efficiency with respect to funder needs, team dynamics, and program goals and objectives
Operations and Procurement:
- Review and approve LWA Requests for Quotations (RFQ) and Request for Proposals (RFP), sub-awards and subcontracts; and oversees the execution and overall management of sub-subawards
- Manage travel of project staff; approve travel authorization requests; oversee issuing of travel advances and reconciliation of expense reports
- Collaborate with the program team to ensure that the proper procurement and logistical arrangements are made to facilitate the implementation of technical activities.
Compliance:
- Ensure compliance with US Government regulations, IREX policies, and host country laws
- Promote staff awareness of US Government regulations relevant to LWA projects implementation
- Establish standards and procedures to ensure that the compliance processes throughout LWA projects are effective and efficient
- Initiate project procedure and policy manuals as necessary
- Ensure proper filing of administrative and technical documentation
Finance and Budget:
- Manage LWA program budgets and forecasts in IBM TM1 (PPRS) software. Prepares LWA program quarterly budget recasts for submission to IREX FP&A
- Keep FP&A staff up to date on the financial status of the project and the execution of the budget; provides accurate forecasting of project expenses
- Effectively utilize and train LWA program team members on IREX’s financial software, including IBM TM1 (PPRS), Concur, Online AP, etc.
- Reviews field office expense reports for LWA projects
- Reviews and approves sub-awardee financial reports
- Lead internal reviews of LWA program field offices and subawardees
Miscellaneous:
- Perform additional tasks as required by the supervisor and/or the Washington, D.C.
