The Project Subaward & Compliance Manager will play a key role in the start-up and management of the newly award CSM-STAND activity. The Manager will support the Finance & Compliance Director, CSM-STAND leadership and IREX HQ staff with day to day activities pertaining to subaward and sub-contract management; procurement; partner engagement and capacity building; client management and donor compliance. The successful candidate will bring prior experience managing grants and subawards on USAID funded projects, including a deep understanding on USAID rules and regulations. They will be a team player and self-starter with the ability to collaborate effectively with internal and external stakeholders, and will ensure the highest level of integrity on all policies and procedures under this activity.

Your Background & Skills

  • A Bachelor’s degree in an area related to international development and/or business, management, accounting, finance, or economics
  • 8 + years of progressive experience work; may include a combination of part-time, internships, etc.
  • Proficiency in one of the following languages – Arabic, French, Russian, Spanish
  • Prior experience in financial compliance for USAID/federal government and working knowledge of CFR and FAR required
  • Prior knowledge of Deltek accounting system and IBM TM1 budgeting and planning application highly desired
  • Willingness to travel overseas up to 40 percent of the time and to consider long-term overseas assignments
  • Proven experience managing multiple tasks in a demanding, time sensitive work environment
  • Experience conducting research and ability to proficiently articulate findings in the English language
  • Proactive and comfortable with contemporary digital platforms for collaboration and communication
  • Proficient in Microsoft office products, especially MS Excel
  • Clear, succinct and compelling communication skills, both oral and written
  • Outstanding interpersonal and intercultural skills
  • Very strong time management, multitasking, and organizational skills
  • Speaking, reading and writing proficiency in English required
  • You must have unrestricted authorization to work in the United States.

Your Daily Tasks

  • Create and maintain mechanisms to interpret, track and apply complex compliance requirements, including environmental rules and data security in close coordination with Senior Project Director (LWA) and IREX GCO
  • Estbalish and maintain mechanisms to interpret, track and apply safeguarding requirements, including for partners in close coordination with Senior Project Director (LWA) and IREX HR
  • Conduct periodic risk assessments to ensure field office security procedures and field employee handbooks are regularly updated with timely and accurate data In close coordination with Senior Project Director (LWA), IREX Field Operations and Global Security
  • Support LWA project management in drafting donor communications, including requests for approval, waiver, budget realignment, etc.
  • Provide support to sub-award selection and review of due-diligence
  • Provide strategic guidance to the program team and sub-awardee staff on application of subaward policies
  • Draft and/or edit sub-award manuals and financial forms for partners (i.e. cash request, financial reporting template, etc.)
  • Review and approve sub-awardee financial reporting
  • Deliver sub-awardee training on compliance and finance related matters
  • Coordinate sub-awardee cost share with the recipient and the FP&A team
  • Review and negotiate sub-award terms and conditions to manage IREX risk
  • Where necessary, engage with local legal advisors on aspects related to laws and regulations, procurement, customs, and operations
  • Support and ensure compliance of all types of procurement for LWA portfolio, including but not limited to consultancies, contractual services, etc.
  • Serve as a quality control and assurance officer for procurement guidance and outputs to ensure consistently high standards in accordance with U.S. government regulations, IREX policies, and host country law
  • Draft Request for Proposals, consultant agreements, and other contracts for GCO review
  • In collaboration with IREX GCO and FP&A teams, deliver training for LWA project staff on topics related to procurement compliance and applicable regulations
  • Conduct random internal reviews of LWA program field offices and/or subawardees
