The Planning & Monitoring Specialist work within the UN country team to support UNDAF goals for delivering valid and reliable information on the attainment of the SDGs and other goals, and on the performance of UN-supported programmes and assist in the development of national capacities for monitoring, with special attention to the interest, concern and participation of government, community, and civil society stakeholders.

How can you make a difference?

  • Ensure that the Country Programme is strengthened through data collection and analysis, and complete and accurate reporting
  • Contribute to the preparation of the Situation Analysis for programme development by establishing a consistent and transparent situation monitoring system providing timely and accurate measurements of country level socio-political-economic trends, conditions of children, women, and their families and their implications for ongoing programmes and projects.
  • Undertakes field visits to monitor and assess programme implementation and proposes required corrective action with particular focus to mainstream equity in all programme processes, including data collection and analysis
  • Assure the quality of child rights-based programmes through consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects. Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme design.
  • Collaborate to implement capacity building strategies as a joint commitment with other developmental partners. Utilize a range of appropriate skills building strategies including self-learning, seminars and workshops and practical experience in order that UNICEF and UN staff have the basic knowledge and skills in understanding and applying new monitoring policies, tools, methods to fulfil their responsibilities. Similarly, design and implement strategies suited to the skills needs of national partners.
  • Develop partnership and collaboration with internal and external counterparts, including those of the UN, and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies.

To qualify as an advocate for every child

  • An advanced university degree (Master’s or higher) in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines.

    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

  • A minimum of [5 years] of relevant professional experience at national level in social development, monitoring and evaluation. Familiarity and experience in coordination with other UN agencies, government and NGO partners a plus.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in French and English is required.
