Founded in 2011, the International NGO Safety Organisation (INSO) is an international charity that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.
INSO services help NGOs with their day-to-day risk management responsibilities and improve their overall situational awareness to support evidence-based humanitarian access decisions. The organisation has grown from an innovative start-up to become a globally recognised charity and a valuable component of the humanitarian safety coordination system.

INSO Somalia and Somaliland Office
INSO Somalia and Somaliland seeks to address the growing challenge of safety in the NGO community in Somalia and Somaliland through the provision of specialized, coordinated and focused safety management support. It recognizes the insecure operating environment all NGOs face in Somalia and Somaliland and the collective value of enhancing safety preparedness and support.
The project provides the NGO community with its own safety focal point and tailored safety support services through 3 main services: Research & Analysis (provision of regular reports, safety risk assessments and briefings); Capacity building (provision of various trainings); and Response (provision of support to crisis management in response to critical incidents).
Job Summary
The Deputy Director oversees all aspects of service delivery and plays a key role in ensuring that INSO provides the best support possible to NGOs responding to the Somalia and Somaliland crisis.
Specific responsibilities include the editorial review of key INSO products, staff mentoring, monitoring and continuous improvement and compliance with service delivery standards, and support to the Director on the broader strategic development of the programme.
She/he effectively represents, promotes and protects INSO’s mandate of independence, impartiality and neutrality.
She/he will also stand in as the acting Director in periods of Director’s absence and line manages Safety Advisors and Mobile Safety Advisor.
The successful candidate will have a strong background in NGO safety and security and good analytical skills. She/he will be an outgoing, inquisitive and detail-oriented individual, with experience in building and leading high performing teams.
The candidate will also have the ability to analyse complex security issues and contexts, communicate at an excellent level of English – both verbally and in writing, and above all else shares INSO’s commitment to humanitarian principles.
Major Responsibilities
* Orient and supervise the delivery of INSO Somalia and Somaliland products and services including 24/7 alert reporting, safety roundtable meetings, analytical reports, orientations, crisis assistance, site security reviews and other demand-based services.
* Management of the INSO regional teams, including recruitment, training, orientation and on-the-job mentoring of regional and programme team members.
* Development and implementation of locally specific internal security management policy, SOPs and guidelines.
* Leadership and representation of the programme in the director’s absence.
* Development of annual strategy to include programming priorities, donor proposals, donor reports, budget management, forecasts and maintaining contractual compliance in all areas always.
* Application of INSO global policy in both administrative and operational areas including HR, Finance, Logistics, Security etc.
* On a delegation of authority basis, representation and liaison towards third parties, including NGOs, the UN, local authorities, and Embassies.
* INSO’s organisational development and on-going improvement of internal operational protocols and services.
Mandatory Requirements:
* Fluency in English both written and spoken.
* Proven writing, editing, and analytical skills and the keenest eye for detail
* Demonstrable and significant operational NGO safety experience
* Personal and professional resilience in a fast moving, high output, quality-driven programme
* Experience in the humanitarian, and/or risk management and/or humanitarian access sectors
* Independent drive, motivation, and excellence, and ability to operate and sustainably manage staff and teams under strict systems and deadlines
* Well-developed personal, organisational and team management skills and standards
* Demonstrable understanding of humanitarian safety practices and principles
* Commitment to humanitarian principles and values.
* Graduate level education in a relevant field or equivalent work experience
* Minimum 2 years spent in insecure/conflict-affected environments with progressive seniority
Preferred Characteristics:
* Relevant (recent) experience working in Somalia or Somaliland – ideally in an NGO safety management role or equivalent – and demonstrable understanding of the context.
* Prior experience in an Inter-Agency role.
* Employment history that reflects experience in both security and civilian fields.
* Experience in staff capacity development and training.
* Experience with NGO safety & security and project management, including donor relations.
* Existing information networks and/or local language skills.

Terms & Conditions
12-month contract with expected start date of 1st December 2020, €5,000 per month salary, 4 days annual leave per month and 7 days of R&R every 3 months with an allowance of €1,250 each R&R cycle, housing, global medical coverage (excluding USA) and USD $200,000 AD&D coverage.
