This consultancy will support evolving data management needs of the Protection Cluster with a focus on supporting the scale-up of the Protection Monitoring and Incident Reporting Tool, producing high-quality data analysis and visualisation, and preparing monthly and periodic reports based on different datasets. The Data Management Consultant will work closely with the M&E and IM consultant to ensure integrated data analysis. S/he will also support capacity development of UNICEF staff, cluster members on data management/ visualisation processes.
 
The objectives of this consultancy are to:
1) strengthen Protection Cluster’s protection monitoring and incident reporting system data management processes, based on the Protection Cluster’s system and pre-determined indicators and reporting requirements defined by the Cluster and protection monitoring partners.
2) develop standardized procedures to maintain the Protection monitoring and incident reporting databases on an on-going basis.
3) support UNICEF staff, partners and Cluster members in developing needed competencies for using and maintaining the database.
4) formulate recommendations to inform the development of an overarching, web-enabled databank which can maintain data across multiple Protection work-streams, allowing for data entry, storage, preservation, analysis/queries, visualization and transfer/sharing.

Specific Tasks

The consultant will accomplish the following tasks:
 Ensure rigorous methodological approach, both qualitative and quantitative to data collection, analysis, visualization and reporting to support strengthened analysis and understanding of the situation of vulnerable groups in Nepal
 Build reports, dashboards and visualizations combining quantitative and qualitative methods and produce visual and reader-friendly analytics. Prepare internal monthly protection reports/trackers. These reports should summarize protection monitoring activities carried out by the Protection Monitoring networks and underline key developments and trends.
 Carry data cleaning, uploading visualisation and quality assurance activities. The consultant will be in charge of monitoring data entries, identifying issues, and ensuring data is compiled, analysed and disseminated in a timely manner in relevant fora.
 Map available data resources and build partnerships with other organizations to enhance the Cluster’s Protection Monitoring network
Build capacity, advice and support UNICEF staff, partners and Cluster members with analysis of protection issues, providing advice on consistent data collection and identifying points to be standardized
 Provide guidance on technical set-up (software, digital applications) to ensure systematic, efficient and sustainable uploading and analysis of Protection Monitoring system data.  Support assessment and needs analysis activities: manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).
 Using learnings from this consultancy, the Consultant will develop recommendations for the development of an overarching, integrated, web-enabled databank to include databases across multiple Protection workstreams

To qualify as an advocate for every child you will have…

  • Education
    Advanced university degree in statistics, information management, sociology, development or other closely related field
     
  • Work Experience
A minimum of five years of progressive experience in information management, information systems, web management, data management, geographic information systems & mapping, data visualization, or other related area is required.
 
Experience managing information in disaster response or complex emergencies is desirable.  Relevant experience within the UN system or an international organization is desirable.  Experience in the region is desirable.
 
Excellent Nepali and English writing and speaking skills including two-way translation of technical terms, assessment tools, questionnaires, data analysis reports

Key skills
 Advanced degree (Masters level) in a relevant field (computer science, data/information
management, advanced statistical analysis, information technology, software engineering).
 Minimum 10 years’ experience related to data management/database development and
archiving, including use of web-enabled platforms and common statistical analysis tools
 Prior experience with data management of data sets from variety of sources is highly desirable.
 Familiar with program analytic tools and data visualisation tools (Power BI/ Python, Power Pivot
etc.)
 Demonstrated experience and fluency with ODK platforms and tools (ONA, Kobo Collect etc.)
 Experience with automated collection and storage of data retrieved through web APIs
(Application programming Interface) is an asset.
 Excellent communication and writing skills
 Prior experience within UNICEF or the United Nations system is desirable.
