Context
The National Democratic Institute (NDI) is a non-profit, non-partisan, non-governmental organization that works in partnership around the world to strengthen and safeguard democratic institutions, processes, norms, and values to secure a better quality of life for all. NDI envisions a world where democracy and freedom prevail, with dignity for all. Since its founding in 1983, NDI and its local partners have worked to establish and strengthen political and civic organizations, safeguard elections, and promote citizen participation, openness, and accountability in government.
NDI is recruiting one Program Consultant based in Port Moresby, Papua New Guinea to support NDI’s Anti-Corruption & Transparency Initiatives Engaging Youth in the Indo-Pacific (ACTIVE Youth) program. This regional program is managed by NDI’s Taiwan office with program activities across four target countries: Indonesia, Philippines, Sri Lanka, and Papua New Guinea. ACTIVE Youth seeks to build youth assets, political power, and the ability to collectively act on corruption, transparency, and open government issues while establishing space for youth participation within efforts to address these issues at national and regional levels. The objective of the program is that corruption, transparency, and open government issues are more effectively addressed by youth civic and political actors in the Indo-Pacific region. Operating at both the national and regional level, ACTIVE Youth will center around competitively-bid and locally-led initiatives on select anti-corruption, transparency, and open government issues in each target country. The initiatives, co-designed and supported with technical and financial assistance by NDI, will establish clear partnerships and mechanisms for youth participation in program conceptualization, implementation, and decision-making. Throughout the program, NDI will provide continuous technical support to youth participants and lead online community development with youth through digital exchanges, including opportunities for youth to gain experience engaging in dialogue with political leaders and decision-makers from across the region.
Scope of the Position
The Program Consultant reports to the Resident Director of NDI’s Taiwan office. S/he will be expected to:
- Manage PNG-based program activities of ACTIVE Youth, including subgrants issuance and management, monitoring and evaluation (M&E), reporting, and coordination with core partners and subgrantees;
- Work with NDI Taiwan and D.C. program teams to respond to donor requests for data, ad-hoc or regular reports, evaluations, and assessments;
- Support program activity surveys, meetings, and workshops;
- Support implementation and documentation of subgrants with subgrantees in coordination with the Taiwan team;
- Maintain effective and productive relationships with local and overseas civil society organizations, including core partners and subgrantees;
- Provide technical assistance to subgrantees to strengthen documentation, data entry, analysis, and application/ use of M&E findings;
- Assist with the analysis of M&E data for both learning and reporting purposes and provide subgrantees with evidence-based feedback (regarding programming strengths and gaps) on a regular basis;
- Liaise with NDI program colleagues in Washington, D.C. and other field offices on issues of program development and management; and
- Assist in drafting reports and presentations for co-funders and donors that are data-driven and results orientated.
The Program Consultant will:
- Have experience in coordinating and communicating with a wide range of stakeholders across public, private, and nonprofit sectors;
- Have experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans;
- Demonstrate strong interpersonal skills and ability to communicate clearly, effectively and with cultural sensitivity in writing and verbally;
- Work effectively and collaboratively with a diverse group of co-workers, partners, the general public, and international and local staff;
- Pay high-level attention to details in all aspects of work responsibilities; and
- Analyze and interpret qualitative and quantitative data.
Degree of Expertise and Qualifications:
- Bachelor’s or Master’s degree in public policy, political science, international development, or a related field.
- Minimum of five (5) years in program/project management and/or M&E, preferably for an international non-governmental organization (INGO).
- Previous experience working with democracy, youth engagement, and/or rights advocacy organizations preferred.
Application Process
A successful candidate should be able to legally work in Papua New Guinea without visa or relocation support. S/he is expected to start on December 1, 2021, with a 10-month duration of assignment, eight working days per month, ending on September 30, 2022 (maximum of 80 working days). Rate will depend on academic background and experience. COVID-19 or emergency situations will be taken into consideration during the selection process and may result in amendment to this Terms of Reference and/or duration of the assignment.
