Each of these priorities is pursued through a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Digitalization, Technology and Agri-Business (DTA), coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR).
Responding to the growing demand for supporting inclusive and sustainable industrial development (ISID) in the era of the new industrial revolution, the Department of Digitalization, Technology and Innovation (DTA/DTI) leads the way in addressing opportunities, challenges and risks stemming from the fourth industrial revolution (4IR) and its contribution to sustainable socio-economic progress. The Department is responsible for the strategic coordination of 4IR-related matters with designated focal points in other technical Departments and organizational entities of UNIDO, as appropriate. In consultation with public and private partners, DTI designs and implements holistic interventions that are tailored to specific country needs. The Department’s interventions actively identify and combine complementary services from across three Divisions, namely:
- Innovation and Digitalization Division (DTA/DTI/IDD)
- Investment and Technology Promotion Division (DTA/DTI/ITP)
- Quality Infrastructure and Smart Production Division (DTA/DTI/QIS)
This position is within the Quality Infrastructure and Smart Production Division (DTA/DTI/QIS), which seeks to build national and regional quality infrastructure systems needed to provide internationally recognized services, including strengthening institutional capacities (i.e. metrology, standardization and accreditation); building conformity assessment capacities (testing, inspection, certification, calibration, etc.); supporting small and medium enterprises (SMEs) to take advantage of new technologies and standards for smart production and thus participate in global value chains; trade facilitation and promoting quality awareness with the public sector, economic operators and consumers.
PROJECT CONTEXT
The objective of the project is to strengthen the capacity of quality infrastructure institutions and service providers to serve the honey value chain development, enhance compliance capacity of honey SMEs to foreign standards and regulations and promote a culture of quality among stakeholders in the honey sector, to ultimately improve market access and increase export opportunities of honey products from Ethiopia to foreign markets.
The overall outcome of the project is increased market access of Ethiopian honey products to foreign markets especially to the EU and Norwegian markets. To achieve the outcome, the project will intervene through the following planned outputs:
Outcome 1: Enhance technical competence and sustainability of the national quality infrastructure system
Outcome 2: Enhance SME compliance with standards and technical regulations
Outcome 3: Strengthen culture of quality across the honey value chain, to improve reputation, add more value to the honey production, and increase demand for Ethiopian honey.
DUTY STATION: Home-based, Mission(s) to Addis Ababa and Oromia region of Ethiopia, if required.
DURATION: 3 months / 63 working days
Main Functions
Under the overall coordination of UNIDO Representative/Regional Director in Addis Ababa, and under the supervision of UNIDO Project Manager, the International Expert on honey value chain (Inception Phase) will be responsible for supporting the implementation of the inception phase through analyzing and assessing the honey value chain and capacity of related quality infrastructure institutions and services in Ethiopia especially in Oromia Region to support the efficient and effective implementation of project activities based on targeted needs and gaps identified. Furthermore, due to international travel restrictions, he/she will be supported by a national expert for data/information collection and the project staff in the field and at UNIDO HQs will provide supports in organizing meetings and consultation workshops with local stakeholders. To this end, the international expert will have the following main responsibilities:
1. Based on the desk review report developed and with the support of national experts, conduct a detailed value chain (VC) analysis of the honey sector in Ethiopia especially in Oromia with the private sector actors, quality infrastructure (QI) institutions and service providers, relevant federal and regional Governments, and development partners, which includes in-depth analyses of the supply and demand of capacity of the QI institutions and service providers, and in-depth analyses of the main gaps and constraints of the Ethiopian honey supply chain in their quality assurance and compliance to relevant market requirements.
2. Conduct mapping of past and existing development cooperation programmes/ projects in the honey sector especially in the Oromia region, identify their interventions areas, and recommend on gaps/complementarities and associated intervention areas of the project.
3. Conduct a deeper level assessment on the situation development in the Tigray Regional State (if possible and in close cooperation with the local counterparts and UNDSS advice) and associated risks as well as their implications and impact to the project intervention in that region. Furthermore, develop corresponding mitigation measures including required risk awareness and recommendations on whether/to what extent activities and results would be adjusted or compromised.
4. Make recommendations and advise the UNIDO Project Manager on the geographical areas targeted, selection of SMEs, quality infrastructure institutions and service providers, and business support organizations (beekeepers unions or cooperatives, organic honey production areas) for technical assistance, taking into consideration of national and regional development strategies and initiatives.
5. Exercise the methodology of Theory of Change (ToC) to identify thematic domains which commonly need to be addressed, the conditions to be put in pace, and the respective transformational changes to be made if the expected quality- and market access-related objective are to be achieved under each output.
6. Validate the approaches and concepts proposed in the project document taking into consideration the latest developments in the country.
7. Conduct a gender analysis to confirm the baseline and targeted gender indicators in the logical framework.
8. Update and confirm the logical framework with baselines and revised KPIs if necessary, as per the findings made above
9. Make recommendations on project budget revision if necessary
10. Establish a database of technical expertise relevant to the project.
11. Establish a monitoring system according to result-based management.
12. Incorporate the above results and prepare an inception report, including but not limited to refined project work plan, Logframe (with KPIs and baselines) and budget per activity as per needs and gaps identified in the above studies, in collaboration with the industry associations, SMEs, QI institutions and Government agencies.
13. Attend the project meetings with presentation on the inception phase.
14. Prepare and submit progress reports (in English) as per the template provided by UNIDO, and a final report.

Minimum Requirements
Education
Advanced university degree in Agricultural Science, Economics, Engineering, Business Administration, International Relations, or a relevant discipline is required.
Languages
Fluency in written and spoken English, and Knowledge of Amharic and Oromiffa is beneficial.
Field of Expertise
- At least seven (7) years of professional experience in technical cooperation project management, preferably for agricultural products or portfolio project management including some exposure at the international level is required.
- Experience in supporting implementation of inception phase, analyzing and assessing honey value chain and capacity of related infrastructure is desirable.
- Experience in evaluating the needs, conditions and problems in developing countries, is desirable.
