National Consultant – Partnership and Coordination Support

BACKGROUND

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. As the specialized UN Agency on gender equality and the empowerment of women, UN Women in Indonesia is also working alongside other UN Agencies to ensure that commitments on gender equality and gender mainstreaming are translated into UN works and programmes to achieve Sustainable Development Goals across the country. UN Women programmes in Indonesia are guided by the Strategy Note 2021-2024, which is aligned with UN Sustainable Development Cooperation Framework (UNSDCF) signed between the Minister of National Planning and the UN system in the country.

 

Reporting to UN Women Programme Management Specialist/Head of Programme, the National Consultant is expected to provide support in strengthening UN Women’s collaboration and strategic partnership with the Government, Development Partners, Civil Society Organizations (CSOs) and Private Sector.

Duties and Responsibilities

SCOPE OF WORK, SPECIFIC TASKS AND RESPONSIBILITIES

Under the overall guidance and supervision from the Programme Management Specialist/Head of Programmes, the consultant will undertake the following tasks:

 

Key Duties and Responsibilities:

 

Provide support to UN Women Indonesia Country Office partnership with Government, Development Partners, Civil Society Organizations, Private Sectors and UN Agencies

  • Support in planning and organizing meetings, drafting meeting notes and minutes;
  • Assist the Programme Management Specialist and UN Women Head of Office to keep track of partnership engagement, to conduct follow up and correspondence with the relevant partners;
  • Participate in meetings and events organized by UN Women’s partners as requested by Programme

Management Specialist/Head of Programmes; and

  • Manage and work with other units/teams to maintain and update UN Women’s database of contacts.

 

Provide support to UN Women partnership with Government, Private Sector and CSOs

  • Support in developing issue notes, briefs and presentations; and
  • Collect background studies, documents and relevant data to conduct mapping of stakeholders.

 

Provide support to UN Women engagement with Development Partners and coordination with UN Agencies

  • Support in planning, preparation and logistics of the meeting with Development Partners and UN Coordination meeting that UN Women leads and participates;
  • Participate, monitor and track discussion and actions points of the Donor and UN Agencies working groups participated and led by UN Women for follow-ups; and
  • Establish contact, liaise and coordinate with UN Agencies’ focal points on gender and other UN Working Group.

 

Other

  • Undertake general administrative assignments and logistical support, particularly for UN Women’s

organized events and activities; and

  • Support the Programme Management Specialist/Head of Programmes with any other relevant duties as may be assigned.

 

 

CONTRACT PERIOD AND WORK LOCATION

The period of this consultancy is from November to December 2021. The consultant will be based in Jakarta, Indonesia and work home-based and at the UN Women Indonesia Office or partner offices as required.

Required Skills and Experience

I.REQUIRED SKILLS AND EXPERIENCE

 

Education:

 

  • Diploma/undergraduate and graduate student in communication/ media studies, journalism, humanities, international relations, or social sciences or other similar subjects; or    at least/at minimum in the final year of completion and/or in the process of obtaining a certificate of study completion is encouraged to apply.

 

Experience:

  • At least one year of relevant work and/or volunteering experience;
  • Knowledge about international and inter-governmental organizations working in Indonesia, additional knowledge about feminist organizations, CSOs and academics working on gender equality is an asset;
  • Knowledge and experience in conducting desk research, data collection; and
  • Experience in organizing events, identifying speakers and experts in the field of gender equality and the empowerment of women is an asset.

 

 

Language Skills:

  • Fluency (written and spoken) in English and Bahasa Indonesia is required.

 

II.SUBMISSION OF APPLICATION

  2. Curriculum vitae including contact information of at least 3 referees;
  3.  A sample of similar work done previously;
  4. A copy of the latest academic certificate;
  5. UN Women P-11 form, available via  http://asiapacific.unwomen.org/en/about-us/jobs; and
  6. A financial proposal. The financial proposal shall specify a total lump sum amount per deliverable, including any administrative fees (internet cost, etc), based on the template in Annex 1. The lump-sum costs must be accompanied by a detailed breakdown of costs calculation.

 

III.EVALUATION

 

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the proposals, with the evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who meet the minimum requirements will be longlisted, and additional documentation may be requested. Candidates with a minimum of 70% of total points will be considered as technically-qualified candidates.

 

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated;
  • The total number of points allotted for the price component is 100; and
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
