Chemonics seeks a Senior Operations Director for Procurement and Logistics Technology Center (PLTC) business entity within the Global Health Supply Chain Office (GHSCO), located in Arlington, VA. The Senior Operations Director will oversee and ensure the efficiency of the PLTC’s global operations and procedures. The Senior Operations Director will lead the business operations and HR team, and is a key member of the senior management team, reporting to the PLTC Senior Vice President (SVP). The Senior Operations Director will lead and manage all operations functions across the following key areas: operations, recruitment, human resources management, internal communications, quality management and continuous improvement, contracts and compliance, risk management, ethics, training, travel, security, and others. The goal of this position is to ensure the functionality, efficiency, and continuous improvement of business operations to drive extensive and sustainable growth. Responsibilities include:
- Lead the design and implementation of business operations, strategies, plans, policies and procedures for PLTC
- Promote and establish policies and procedures that promote PLTC’s culture and vision
- Work with the SVP and senior management team to set comprehensive goals for performance and growth
- Lead the development of a staffing strategy and plans to meet PLTC’s objectives, as well as the development of detailed job descriptions
- Oversee all elements of human resource management including recruitment, onboarding, benefits and compensation, employee relations, employee services, and others
- Lead employees to encourage maximum performance and dedication, including supporting performance management, analyzing, and interpreting data and metrics
- Write and submit reports to the SVP and other corporate officers in all matters of importance
- Manage relationships with partners and vendors, including leading the contracts, compliance, and risk management staff
- Manage all operational support services for the PLTC team that are provided through Chemonics support units and/or third-party providers to include Human Resources, Safety and Security, IT/help desk, Facilities, Risk Management, etc.
- Provide timely, accurate, and complete reports on the operating condition of PLTC to the SVP
- Advise the SVP on strategic management practices to ensure organizational readiness to achieve PLTC goals and liaise with legal counsel in the US and abroad to assess risk and inform decision-making
- Establish and promote a culture committed to meeting PLTC’s objectives and develops methods and integrated solutions to meet future client needs
- Actively advance PLTC’s mission and vision. Model and advocate strong leadership principles in the US and overseas, promote continued learning and knowledge sharing, and proactively engage in effective problem-solving on behalf of teams, clients, and beneficiaries
- Establish a workplace environment that values teamwork and fosters collaboration, acknowledges and rewards staff contributions, and develop strategies to enhance synergies between field and home office staff as well as between in-house regions, practices, and departments
- Coordinate closely with the Finance and Accounting Director to assure sound, sufficient, and cost-effective operational approaches are employed
- Coordinate closely with the Marketing and Communications Director to assure needs are met for any communications and editorial support services
- Support SVP with any required internal reporting to PLTC officers and/or Chemonics’ Board of Directors
- Perform other duties and responsibilities as required
Qualifications:
- Bachelor’s degree in Business Administration or relevant field required; MSc/MBA preferred
- Minimum 10 years of demonstrated experience in company or division operations, or similar experience
- Strong business acumen, and exemplary work ethics required
- Demonstrated understanding of business functions such as HR, recruiting, finance, marketing etc. required
- International experience preferred
- Demonstrated knowledge of supply chain operations preferred
- Demonstrated competency in strategic planning and business development
- Working knowledge of data analysis and performance/operation metrics preferred
- Outstanding organizational and leadership abilities
- Excellent customer service, and interpersonal and communications skills
- Aptitude in decision-making and problem-solving
- Demonstrated ability to solve complex, multi-faceted managerial and operational issues by leveraging extensive knowledge, varied experiences, access to multiple talent/resources and independent judgment
- Demonstrated ability to provide leadership, vision, and management, and contribute to the successful operation, management, and industry reputation of the company
- Demonstrated ability to manage and supervise staff and to provide oversight of multiple project teams and new business efforts
- Ability to work independently and as part of a team
- Strong knowledge of MS Office applications
- Willingness to travel and work abroad
- Demonstrated leadership, versatility, and integrity
- Language proficiency in English required, second language skills in French, Spanish, and/or Portuguese preferred
