BACKGROUND
This purpose of this consultancy is to provide support the Child Protection Programme Team in analyzing the 2021 performance of the Child Protection sector vis-à-vis the Strategic Plan (SP), 2018-2021; and in establishing the multi-year baselines, milestones, and targets (BMT) for the new Strategic Plan, 2022-2025.
Under the general supervision of the Planning and Monitoring Manager in the Planning and Evidence Building Unit of the Child Protection Programme Team, the staff member (SM) leads on the monitoring of and reporting on global CP performance; BMT-setting; sectoral capacity building and analysis; and the quality assurance of programme/project development and planning. Key activities include the review and consolidation of annual results from across the world; collation and analysis of programme results and expenditure data; provision of quantitative inputs (results and financial) to the 2021 Annual Results Report; provision of technical advice on the BMT of the new SP; and support to ensure timely submission of quality donor reports and proposals.
The staff member has a strong regular working relationship with all Child Protection Specialists in the Child Protection Programme Team, the Regional Child Protection Advisers and their colleagues working on child protection monitoring and evaluation, and Planning Staff across Programme Group. Moreover, the staff member works closely with colleagues in the Division of Data, Analytics, Planning and Monitoring, as well as the Public Partnerships Division (PPD) and the Private Fundraising and Partnerships Division (PFP) as required.
Terms of Reference / Deliverables
Scope of Work:
Area 1: Monitoring of and reporting on global CP performance and BMT-setting (90 working days)
- Lead the quality assurance of the data collected through the Strategic Monitoring Questions for 2021 results, including facilitation of consultation with CO-RO-HQ colleagues and in coordination with relevant divisions such as the Division of Data, Analytics, Planning and Monitoring.
- Develop the SMQ master file and conduct preliminary data analyses for global reporting for all data points collected through the Strategic Monitoring Questions for 2021 results as well as the consolidated 2018-2021 SP results, including disaggregation and region-specific analyses, as necessary.
- Support the global annual results reporting processes (EDAR, GARR, HARR, etc.) through provision and validation of data, facilitating/conducting RAM/COAR analyses and ensuring consistency of figures across all reports.
- Conduct data visualization of child protection data to inform global results reporting, programme planning and advocacy work, and coordination of the SP progress ‘dashboard’, consulting with DAPM.
- Support the finalization of the Strategic Plan, 2022-2025, Results Framework in line with the June 2022 Executive Board submission, namely the baseline collection and milestone and target setting for Goal Area 3 and PSEA (enabler indicator).
Area 2: Capacity building and analysis (15 working days)
- Support capacity building efforts to familiarize CO/RO colleagues on the SP (current and new) indicator analysis.
- Produce an analysis of the funding gaps for the SP 2022-2025, Goal Area 3.
Area 3: Quality assurance of programme/project development and planning (20 working days)
- Lead the quality assurance of donor reports, concept notes and donor proposals, including analytical input, budget analysis and formulation of monitoring frameworks, and timely submission to donors and/or to PPD and PFP.
- Support grants management tracking
- Follow-up with PAs and programme leads to ensure donor reports are submitted in timely manner, following up with any fixes needed on donor report due dates as required.
Qualifications
(1) Education
- University degree in Social Sciences (Economics, Statistics, International Development. International Relations, Public Administration or Public Policy, Human Rights or a related field).
- The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook, SharePoint and other presentation software. Skillset to use data visualization software such as Tableau and PowerBI is highly preferred.
2) Work experience
- A minimum of five years of At least five years of solid experience working for international organization in data analysis, programme planning and/or reporting.
- Technical knowledge on child protection is strongly preferred.
- Excellent communication, presentation and writing skills in English.
- Excellent organizational skills and ability to prioritize and manage multiple tasks.
- Demonstrated skills in writing and producing succinct, high quality and analytical reports using a range of qualitative and quantitative data.
- Excellent interpersonal and communication skills: the ability to liaise with people successfully and effectively in a wide range of functions in a multi-cultural environment.
- Fluency in English (verbal and written). Knowledge of another official UN language (preferably French or Spanish) or a local language is an asset.
- Ability to work virtually from other time zones with some overlap with NY hours if not based in NYHQ

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
