The consultant team is responsible for the elaboration of the methodology, the timeframe and all organisational issues related to the implementation of the study which he /she will coordinate with PRC and the study team. This includes training of the study team members at the beginning of the exercise. The consultant’s responsibility is the implementation process of the study including the final report and
presentation of results to PRC and GRC. He /she has the responsibility to revise the final report, based on comments from PRC and GRC.

QUALIFICATIONS
Obligatory:

  1. Consultants can apply as a team/consultancy firms are also encouraged to apply.
    • Lead Consultant must be from NCR
    • Team Members must be from Mindanao and Visayas
  2. Academic background in social studies or a development-oriented subject or management

  3. At least 10 years’ experience in the humanitarian sector, with demonstrated experience in organization development and restructuring, change management, and business development

  4. Proven experience of carrying out similar studies

  5. Logistics experience and knowledge of setup of warehouses and/or Regional hubs

  6. Excellent written and verbal English language skill (proof of previous works)

Preferable:

  1. Knowledge/experience of the Red Cross and Red Crescent Movement

  2. Knowledge/familiarity with Philippine Red Cross functioning

MAJOR OUTPUTS:

  1. Inception Report
    a. Background Information
    b. Suggestions for ToR amendments (if necessary)
    c. Design: approach, methods, participation, etc.
    d. Outline of operational framework and business model
    e. Tools for the implementation (draft questionnaires, data processing and analysis, IT used, etc.)
    f. Implementation process (team, distribution of tasks, steps, timetable, reporting)
    g. Propose the final report template
  2. Final Assessment Report:
    a. Executive Summary
    b. Methodology
    c. Policy analysis
    d. Assessment results
    e. Implementation plan
    f. Comprehensive Business Model(s)
    g. Comprehensive Operational Framework
