BACKGROUND

UNICEF has a critical role in monitoring the situation of children and women in the world and for reporting on progress toward internationally set goals, such as the Sustainable Development Goals (SDGs). Toward this end, UNICEF’s Data and Analytics Section conducts statistical analyses of the data for global reporting and uses these data to produce knowledge products such as reports, articles, brochures, documents and other dissemination materials. These knowledge products are intended for both internal and external (government, partners, donors) audiences.

Terms of Reference / Deliverables

Purpose of Activity/Assignment:

UNICEF has a critical role in monitoring the situation of children and women in the world and for reporting on progress toward internationally set goals, such as the Sustainable Development Goals (SDGs). Toward this end, UNICEF’s Data and Analytics Section conducts statistical analyses of the data for global reporting and uses these data to produce knowledge products such as reports, articles, brochures, documents and other dissemination materials. These knowledge products are intended for both internal and external (government, partners, donors) audiences.

The purpose of this ToR is to identify and select a consultant to provide technical writing services to support the development and production of a number of strategic communication and dissemination products pertaining to child protection, ECD and child disability.

Scope of Work:

Among other tasks, the writer will need to develop and draft content for documents and digital products in clear, accessible language using source materials provided. The consultant is expected to follow UNICEF brand guidelines and style book. Initial drafts will be subject to revision based on feedback, technical review and fact-checking by UNICEF. The consultant will be expected to produce revised drafts based on feedback provided. 

Work Assignment Overview

1. Tasks/Milestone:

Preparation of five donor reports to document progress, achievements and human-interest stories for grants related to children in residential care, adolescent participation, child marriage, disability and sexual violence.

Deliverables/Outputs: Five donor reports on children in residential care, child marriage, disability and sexual violence by 25 February 2022

Prepare a report (approx. 10,000 words) to document the process, lessons learned and impact of the Harnessing the Power of Data to End Harmful Practices training.

Deliverables/Outputs: Report by 25 February 2022

2. Tasks/Milestone:

Develop and draft a short advocacy document (approx. 6,000 words) about the availability and utility of the protocol for data collection on children in residential care and approaches for government engagement by UNICEF to advocate for the need to enumerate children in residential care as a preliminary step toward ensuring their safety and providing them with a stable long-term response in the form of placement in family-based care or family reintegration.

Document process, lessons learned, country uptake and impact of the ECDI2030 (approx. 8,000 words)

Deliverables/Outputs: Document on process, lessons learned, country uptake and impact of the ECDI2030 by 13 May 2021

Draft introduction and prepare a data-driven call to action for a paper on the relationships between mental health and violence (approx. 6,000 words total).

3. Tasks/Milestone:

Summarize results of an evaluation in order to create short impact country stories for inclusion in an outlier study on birth registration (approx. 10,000 words).

Deliverables/Outputs: Impact country stories on birth registration by 31 August 2022

Develop and draft new and updated content for 13 thematic website pages on child protection, ECD and disability on data.unicef.org.

Deliverables/Outputs: Website content by 31 August 2022

Qualifications:

(1) Education

  • Bachelor’s degree or higher in journalism, communications, social sciences or a related field

2) Work experience

  • Minimum 10 years relevant professional work experience in writing and communications on English language publications is required
  • Previous experience working on publications for UNICEF or other UN partners is required
  • Familiarity and knowledge of UNICEF brand guidelines and style book is an asset

3) Competencies

  • Strong technical and analytical writing skills in English is required
  • Ability to work independently in a timely manner
  • Ability to meet deadlines
  • Fluency in English

Requirements

  • Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
