Sexual and gender-based violence (GBV) is one of the most pernicious human rights issues affecting communities in Cambodia. Despite the efforts of the Royal Government to address the harmful impact of violence against women, data indicate that various forms of gendered exploitation and discrimination against women are deeply entrenched in Cambodian society.
Perceptions based on culture and traditions make domestic violence in Cambodia a challenging issue to address. The first National Survey on Women’s Health and Life Experiences in Cambodia, undertaken by WHO, found that 20% of women in Cambodia reported having experienced sexual or physical violence from an intimate partner, and data recorded in the UN Women’s Global Database on Violence against Women indicate that 8% of monogamous Cambodian women aged 15-64 years had experienced violence at the hands of their intimate partner in the last 12 months. Furthermore, a UNICEF report published in 2017 revealed that more than 20% of children aged 0-4 years in Cambodia lived with a mother who experienced physical, sexual or emotional violence committed by a husband or a partner. Unfortunately, most women are afraid to speak out about their experience or to seek assistance as a result of social stigma associated with gender-based violence.
On top of training law enforcement first responders, refurbishing police stations to be more victim-friendly, and promoting the creation of Rapid Response Teams to react efficiently to gender-based violence situations, UNODC is to develop, launch and disseminate an awareness-raising campaign to inform citizens in Phnom Penh on the seriousness of GBV and the impact on their communities, alert and sensitize authorities on the urgency to react quickly and efficiently to rescue and assist victims, and encourage timely reporting of possible GBV cases.
UNODC will work in close cooperation with its Cambodian counterparts, including non-governmental organizations and the private sector, if possible, and the United Nations System, to reach a broad audience with the campaign’s messages.
Duties and Responsibilities
OBJECTIVES OF THE ASSIGNMENT
Under the guidance of the UNODC Regional Coordinator for Southeast Asia (Policy and Outreach) and alternatively, the National Programme Officer based in Bangkok, the supplier will be responsible for developing a set of digital and printed material within the framework of a comprehensive multi-layered local awareness-raising campaign to inform citizens in Phnom Penh about the seriousness of GBV and the impact on their communities, alert and sensitize authorities on the urgency to react quickly and efficiently to rescue and assist victims, and encourage timely reporting of possible GBV cases.
SCOPE OF WORK
Meeting with UNODC to understand and discuss the campaign’s concept and expectations of the client (November December 2021).
Reviewing material provided by UNODC on gender-based violence and revising existing communication material in the region on that thematic area (November December 2021).
Preparing video and radio scripts for UNODC review and approval (December 2021).
Participating actively in meetings with UNODC staff in Thailand and Cambodia related to the preparation, production, launch, dissemination and evaluation of the campaign (November/December 2021 > 2022).
Producing two 35/40-second public service announcements (high-quality versions) for TV and cinemas -also in digital version for social platforms- (December 2021 through March 2022).
Producing one 40-second radio spot to alert on the seriousness of gender-based violence and providing a telephone number to report suspicious cases (December 2021 through March 2022).
Producing one 3-minute video with UNODC staff, Cambodian authorities and project’s ambassadors commenting on the project and the campaign (May 2022).
Generating a photo bank of project and thematic area related issues with at least 100 high quality selected and edited pictures (December 2021 through August 2022).
Using the e-spaces bought by UNODC on Google, Facebook, YouTube and other social platforms well used in Cambodia to ensure that the campaign’s material are is duly promoted through these networks (March-September 2022).
Arranging a high-level event in Phnom Penh to launch the campaign, in partnership with the Cambodian authorities (March 2022).
Designing 3 material on GBV or training material available in Khmer language to be more user-friendly.
Designing and implementing an evaluation tool to measure the short-term and mid-term impact of the campaign (December 2021 through September 2022).
Collecting feedback and preparing monthly reports of the campaign’s outreach to be shared with UNODC (March-September 2022).
DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL
The assignment is expected to start on 29 November 2021 and to be finished by 1 March 2022. The consultant is expected to work 50 days during the indicated period. It is a home-based consultancy with no expectation of physical travel within or to any Southeast Asian country covered in the report. Regular interactions with the UNODC coordination in Bangkok and country teams will take place through emails, telephone and business communication platforms, i.e. Microsoft Teams calls. A detail record of these encounters and other interviews that the consultant may need to undertake shall be included in the supporting documentation of the final regional report.
The incumbent will not hold the UNODC Regional Office responsible for any unforeseen or untoward incident during the duration of the consultancy. It is recommended that the consultant secure his/her own insurance coverage during the conducting of the consultancy.

PROVISION OF MONITORING AND PROGRESS CONTROLS
The consultant will report directly to the Regional Coordinator of the Border Management Programme and have close contact with the Programme team based in Bangkok for substantive, logistics and contractual aspects. ROSEAP Border Management Programme will be informed periodically about the product’s progress and approve the final version of the design before publishing.
All the outputs should meet the satisfaction of UNODC (as assessed by) according to the following indicators:
- Quality of the documents produced
- Technical competence
- Timeliness of the delivery
REVIEW TIME REQUIRED
The incumbent’s outputs will be monitored and reviewed on a weekly basis by the Regional Coordinator of the Border Management Programme.

Required Skills and Experience
Education:
An advanced university degree (Master’s degree or equivalent) in graphic design, animation, visual arts, media studies or similar. Bachelor’s degree with 2 additional years of relevant experience is acceptable.
Work Experience and Skills:
A minimum of 5 years working experience in the areas of animation, graphic and multimedia design is required;
Prior work experience in the animation production, graphic, layout, website and/or video design is required;
Developing visual materials on gender-based violence is desirable;
Experience working in countries in Southeast Asia is desirable;
Experience working with UN agencies, international institutions, law enforcement, the judiciary, military or other public security agencies is desirable;
Computer literacy, including proficiency in document design (MS Word or Google Docs), databases maintenance (MS Excel or Google Sheets) and visual presentations (MS PowerPoint or other tools) is required.
Language:
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
