Communication for Development (C4D) is part of the Humanitarian response committed to community-based interventions and programmes in the Refugee humanitarian response and host population.

Purpose of Assignment:
UNICEF is part of the UN wide Humanitarian response to the Rohingya Refugees and the host community in Cox’s Bazar since the influx of Rohingya’s from Myanmar in August 2017. To date over 884,000 Rohingya refugees from Myanmar are residing in 34 camps in Cox’s Bazar District, regarded as the world’s largest refugee settlement. Communication for Development (C4D) is part of the Humanitarian response committed to community-based interventions and programmes in the Refugee humanitarian response and host population.
Given the scope and scale of community interventions in C4D, training and capacity building is key in ensuring implementing partners have critical knowledge and skills to enhance their capacity in engaging communities for social and behaviour change interventions. The purpose of this position is to provide technical assistance to the UNICEF C4D in capacity building and training through training assessments, design, development of training modules/materials and implementation for all C4D sector wise partners.
The C4D Officer, under the direct supervision of the C4D Team Lead and in close collaboration with C4D team members will provide support in C4D strategy development, capacity building through trainings, training monitoring, reporting and supportive supervision including regular follow-up with partners. He/she will be responsible for Training Needs Assessment (TNA), module and materials development in collaboration with C4D team in Cox’s Bazar and Dhaka C4D Section.
Major duties and responsibilities:
1. Support strategy design and development of C4D programme: Collect, synthesize, draft and organize training materials and related documentations for capacity building interventions related to various programmes including COVID- 19 prevention and vaccination, Maternal, Child Health & Nutrition, Education, Child Protection and WASH fostering cross-sectoral programme linkages in community based interventions. Develop and maintain Training plan as part of the C4D implementation strategy.
2. Ensure effective implementation of C4D capacity building training: Overall management, monitoring and supervision of C4D capacity building training including assess, select and/or recommend appropriate information and materials for training, check accuracy, appropriate language and context, including facilitating pre-testing of training modules as quality assurance measures. Maintaining a roaster of the trainings conducted and the staff trained. Post training activities to assess the application of knowledge and skills and identify gaps which can be addressed through supportive supervision.
3. Provide training on UNICEF core areas: Facilitate and provide technical support in ensuring C4D partners have been oriented or refresher sessions on key UNICEF standards including Core Commitment for Children (CCCs), Prevention of Sexual Exploitation and Abuse (PSEA), Child Safeguarding and Accountability to Affected Population (AAP). Ensuring partners develop an Action Plan in line with the UNICEF standards and develop action tracker to follow-up implementation.
Support C4D in programme management: Facilitate and conduct programme monitoring as per HACT implementation plan. Collaborate with C4D partners to harmonize, link and/or coordinate messaging to enhance C4D outreach and contribution to programmatic outcomes. Manage consultancy/partners engaged in capacity building, translations of training and related materials for C4D community-based interventions. Maintain the training database of all relevant training materials categorized by thematic areas and levels.
5. Innovation and knowledge management: Institutionalize best practices and knowledge learned in training and capacity building with local partners and stakeholders through various platforms, including C4D partners meetings, the Communication with Communities (CwC) working group, and through Donor reports or relevant UNICEF publications. Forge partnerships with academic institutions for knowledge development and sharing in the context of social and behaviour change.
To qualify as an advocate for every child you will have…
- A University degree in one of the following fields: social/behavioural sciences (Sociology, Anthropology, Psychology, Communication), strategic communication; communication with communities, communication during crisis, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.
- Minimum 1 year of professional experience in areas of development communication, communication programme planning and implementation. Training and capacity building design and/or related areas at the national or international organization. Previous experience in designing and facilitating training in humanitarian action and emergency response.
- Relevant experience in a UN system agency or organization, developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
