Science and Innovation

Main purpose of job:

The role ensures the smooth operation of the Science and Technology Network in the British Consulate in Shanghai. The jobholder will co-ordinate and implement science and innovation events and projects in East China, including managing project and administration budgets, looking after logistics, organising meetings and processing relevant paper work. The role also supports cross-cutting work across the China network. In addition, the role involves working with the Communications team to plan science-related communications.

The successful candidate will have strong numerical skills, attention to detail and work well as part of a team, including providing research on developments in science and innovation and assisting the sector leads for Health and Life Sciences. The role holder will provide administrative support, booking transport, updating the stakeholder database and managing stakeholder relations, and may be required to translate on occasions.

Roles and responsibilities / what will the jobholder be expected to achieve?:

    Managing finances and admin tasks

    Tracking project and admin budgets throughout the year. Become familiar with FCDO Prism system and the new financial system which will come online soon. Accounting for all expenses on Prism system, processing invoices, setting up suppliers, working with vendors, general financial enquiries. Being responsible for forecasting and accounting administration spending. Attention to detail needed.

    Project and event co-ordination and implementation

    Support team in planning and delivering science and innovation events and activities, for example, working with partner organisations, venues, booking transport, planning itineraries and management of other logistics. For events, managing registration process, guest list, working with event partners, catering, negotiating costs etc. Strong customer and stakeholder management skills required. Familiar with Microsoft Word, Excel and PPT

    Desk research and sector-support

    Desk research and activity planning, in particular in Life Sciences sector. Delivery of project activities. Opportunity to take lead on project activities and events and cultivate series of science and innovation contacts. All projects build towards UK science and innovation objectives of delivering R&D partnerships and commercial outcomes and of supporting UK science policy aims.

    Communications

    Working with Comms team and lead for science and innovation communications in Beijing, planning comms activities for East China via Weibo, WeChat, gov.uk website and other channels.

    Resources managed (staff and expenditure):

    Management and processing of Project Budget (approx. £50,000) and section Travel & Entertainment budget (approx. £10,000). No line management responsibilities.

    Essential on arrival:      

    • Must be fluent in English and Chinese
    • Admin and budget management experience
    • Basic Microsoft Office skills, including Word, Excel and PPT.

    We offer a competitive package, which includes basic salary, good leave entitlement, and insurance plan, etc. The gross starting salary (before all deductions) for this position is RMB 11,272/ month for Mainland China Nationals and an abated monthly salary of RMB 15,789/ month for British Nationals and spouses/ partners (all nationalities) of diplomats who are ‘W’ (diplomatic) visa holders and meet passport criteria.

Conditioned working hours is 35 hours/ week from Monday to Friday and flexible working can be arranged upon personal needs.     Learning and development opportunities (and any specific training courses to be completed):

    The role-holder will complete FCDO required financial system related online trainings, participate in the Science and Innovation Network induction training (now virtually), online training (via Diplomatic Academy) and have the option of completing further training based on their requirements and interests.

    The jobholder will have access to a range of e-learning and face-to-face learning opportunities made available via the FCDO’s ‘International Academy’ and through Learning & Development programmes organised by FCDO China network.
