The National Democratic Institute (NDI) seeks a senior subgrants administrator to assist the Latin America team and support democratic development programs across the region. This specialist will coordinate with country-based teams, headquarters-based regional staff, and the institute-wide Subgrants team on the issuance and monitoring of subgrants. In addition, the senior subgrants administrator will guide and support Latin America-based subgrants personnel.
Key Responsibilities
- Work with country-based teams, headquarters-based regional staff, and the Subgrants team as well as other staff on subgrants issuance and maintenance;
- Develop effective strategies for managing workflow and maintain tracking tools for Latin America subgrants;
- Guide country-based teams, including subgrants support personnel, in setting up and implementing subgrants management systems;
- Review NDI proposals and budgets to donors that contain a subgrant component, prior approval requests;
- Review partner application proposals and budgets for accuracy, allowability of costs, cost reasonableness, and compliance with donor and NDI guidelines;
- Conduct organizational risk assessments and establish reporting and financial monitoring plans for subgrantees, propose risk mitigation approaches;
- Prepare subaward packages ensuring that donor requirements are incorporated into cooperative agreements, work with Subgrants management on timely approval, and issue agreements to sub-recipients;
- Work with the different NDI teams and oversee payment process for subgrants
- Process subgrant agreement amendments and engage Subgrants management on timely approval;
- Work with NDI Subgrants team to maintain subgrantee electronic files, agreements and correspondence.
Education and/or Experience
- Bachelor’s Degree in Finance, Accounting, Business Administration, Law or equivalent education;
- Minimum of eight (8) years in international grants, contracts administration or accounting; Additional years of relevant work experience may be substituted for educational requirement;
- International experience and previous experience with international nonprofit organizations preferred
Required Skills and Abilities
- Demonstrated experience in international grants, subgrants, or contract management;
- Excellent interpersonal and problem-solving skills to effectively interact with grantees and all levels of staff;
- Strong oral and written communications skills to effectively present information and respond to questions;
- Fluency in Spanish is desired; additional linguistic abilities in French also useful;
- Proficiency with Google and Microsoft products, knowledge of database applications, and accounting-related software;
- Working knowledge of OMB 2 CFR 200, Uniform Administrative Requirements; USAID and US Department of State Mandatory Provisions;
- Ability to read and interpret government and organization rules and regulations;
- High level of attention to detail in all aspects of work responsibilities;
- Proven organizational skills and ability to multitask under tight deadlines.

As a result of COVID19, this position will start in a remote capacity. However, when the office re-opens, this position will be based in our Washington, DC office. NDI does not cover relocation costs for this position.
