1.ASSIGNMENT INFORMATION
2. PROJECT DESCRIPTION UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Cambodia Country Office (CCO) Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments. The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections. Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR). A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme. In order to equip and empower young women in Cambodia, CCO initiated a Youth Leadership Academy in 2017 which has empowered young professional women in different fields to co-create and design the content and approach for a feminist leadership development programme that fits the current Cambodia context. In early 2019, the core group successfully completed co-creation of the Youth Leadership Academy curriculum and this will be used with two cohorts of young women from various backgrounds in 2019-2020. Therefore, CCO is looking for a local consultant to co-lead in coordinating and conducting groups of young women (Youth Leadership Academy Group One and Group Two). The consultant will be working with YLA core group members to facilitate a learning space for these YLA groups using a Feminist Transformative Leadership approach to promote gender equality and empower young women to create positive pathways of transformation for themselves, their families and their communities.

3. SCOPE OF WORK The assignment involves coordinating and facilitating workshops and action learning with two YLA groups. The consultant will work under the supervision of the Programme Analyst and will work closely with YLA core group members as well programme assistant to undertake the following tasks:

INSTITUTIONAL ARRANGEMENT The consultant will work in close collaboration with the CCO personnel in Cambodia Country Office under the direct supervision of the Programme Analyst (Economic Governance). A workstation will be provided to the consultant to ensure effective consultation and support. The consultant will bring her/his own personal computer to conduct this assignment. 6. DURATION OF THE WORK The duration of the assignment would be within the period of 15 October – December 2020. 7. DUTY STATION The consultant may be required to travel outside of Phnom Penh as needed for the purpose of the assignment where required by UN Women-Cambodia. The standard UN Daily Subsistence Allowance (DSA) will apply to any travel outside duty station that may be required in the fulfillment of this assignment. |

8. EVALUATION Application will be evaluated based on Cumulative Analysis the following criteria:
A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
8.1. TECHNICAL QUALIFICATION EVALUATION CRITERIA: The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:
Only candidates who have attained a minimum of 70% of total points will be considered as a technically qualified candidate. 8.2. FINANCIAL/PRICE PROPOSAL COMPARISON:
