TITLE: Associate Director, Africa and Middle East Programs

POSITION SUMMARY:
The Associate Director is responsible for assisting in the setting and implementation of the overall strategy and vision for the Africa and Middle East regional portfolio in line with Americares overarching strategy and operational plan. The Associate Director is part of a highly efficient and motivated team. She/he/they will provide team management and support for managers responsible for implementing Americares programs in: Access to Medicines (A2M), Emergency Programs (EP), Clinical Services and Community Health with an additional emphasis on 5 health themes: Women’s and Children’s Health, Infectious Disease, Mental Health, Health System Strengthening and Non-communicable disease with a focus on diabetes and hypertension.
The role is highly collaborative and involves regular engagement with internal and external stakeholders. The Associate Director will work closely with her/his team to identify innovative solutions/approaches to health issues and prepare/design programming activities.
The role also supports the Director in identification of opportunities for developing and supporting the implementation of projects designed to build local capacities within the context of Americares Strategic Plan and its global health programmatic framework.
DUTIES AND RESPONSIBILITIES:
Strategic Planning
*Support the annual strategic planning process and ensure that all program and project development and implementation is aligned with Americares strategic vision.
Program/Partnership Oversight and Development
*Ensure high level of execution of our programs and partnerships through the successful design, delivery and evaluation of our projects against targets – with an emphasis on disciplined Project Management and robust M&E activities
*Work with team to follow project cycle management principles in order to design impactful programs.
*Build alliances and develop collaborative approaches with donors, peer NGOs, partners, government agencies and other local and international stakeholders
Staff Management
*Provide leadership, day-to-day management for all direct reports
*Foster an environment of open dialogue and collaboration
*Create a team climate where staff members feel engaged, motivated and productive; and provide clarity, alignment, strong sense of connection, and development opportunities for direct reports
*Conduct quarterly performance check-ins and annual performance reviews for all direct reports
*Actively coach and mentor direct reports to build capacity and provide opportunities for individual development and professional growth
*Support training of new Africa and Middle East staff on organizational policies and operating procedures to ensure consistency across the portfolio.
*Backstop for the Director, Africa and Middle East Programs as needed.
Actively support Americares resource acquisition efforts:
*Support proposal development for bilateral and private funding opportunities within region
*Support donor engagement activities as needed
*Support fundraising as well as business and strategic partnerships development efforts
Field Operations Support
*Ensure field team have operational support from required departments throughout the organization.
*Provide oversight and implementation support for programming in the region
*Collaborate with team to develop detailed country plans
*Support recruitment and onboarding of new field staff
*Support planning and program implementation in alignment with Americares global strategy
*Support program reporting, both internal and external, including reporting on key performance indicators, narrative reporting, and finance reporting
*Ensure exit plans are in place should a program need to wind down
*Participate in organization wide and cross-departmental working groups targeting field operations process improvements as requested. Topics of focus may include, but are not limited to, project cycle management, program design, and finance workflows.
*Serve as organizational focal point with subject matter experts for new policy development and rollout.
PREFERRED QUALIFICATIONS:
*Master’s degree with concentration in a relevant field including, but not limited to, global health/public health, international relations/ development/ affairs; or Bachelor’s degree with 5+ years of experience in related field;
*At least 5 years of related work experience including field experience in:
Global public health, medical relief, international aid, healthcare, emergency response and/or managing pharmaceuticals,
program development/strategic planning /program management/administration or operations management
*Diversity of experience in different organizational capacities and cultural contexts
*Demonstrated ability to work across cultures and language barriers;
*Cultural/regional knowledge of Africa and the Middle East either native or experience abroad;
*History of building partnerships—working effectively and respectfully with host country governments, local and international NGOs, and the private sector in complex environments;
*Strong track record of fact-based, proactive problem solving and ability to create and design solutions/processes as needed.
*Successful team or project lead experience with the ability to successfully motivate a team to accomplish the goals of the department and organization;
*Excellent interpersonal skills and strong communications skills; curiosity to understand field operations issues, interests, commitment, energy to advocate for partner with internal and external constituents;
*Strong organization skills and attention to detail;
*Ability to travel up to 35% of time;
*Must have unrestricted authorization to work in the United States.
