The Office of Internal Oversight Services is an independent office reporting to the Secretary-General and to the General Assembly. The Inspection and Evaluation Division (IED) focuses on the conduct of Independent inspections and evaluations on behalf of the Secretary-General and the Member States. IED evaluations and inspections are meant to assist intergovernmental bodies and programme managers in assessing the relevance, efficiency, effectiveness and impact of Secretariat programmes. In Accordance with its mandate, set forth in General Assembly resolution A/RES/48/218 B (and later resolutions A/RES/54/244 and A/RES/59/272), the role of IED is to help assure the accountability of Secretariat programmes for attaining their mandates, while in the process foster institutional learning and improvement through reflection by programmes and Member States on performance and results.

Responsibilities
The Associate Evaluation Officer will be responsible for the following duties:
- Assist the evaluation project leader with the planning, development and conduct of assigned projects, such as in-depth evaluations of complex programmes, thematic evaluations and ad hoc evaluations or equivalent studies
- Carry out, under supervision, all the tasks involved in the assigned evaluations, conducting data collection and analysis
- Assist in drafting reports, monitoring project development and implementation
- Review the results of projects, relevant documents and reports
- Identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions
- Assist in policy development based on evaluation findings concerning programme relevance, effectiveness, efficiency and impact
- Undertake evaluation outreach activities
- Assist in developing and conducting training workshops, seminars, etc. to support evaluation, programme monitoring and management review exercises done by other departments; make presentations on assigned topics/activities
- Provide substantive support to consultative and other meetings, conferences, etc. Contribute to efforts to strengthen the role of evaluation in the United Nations Organization so as to improve programme efficiency and effectiveness
- The Associate Evaluation Officer may, as required, provide support to the Division on Division-wide operational or administrative matters, i.e., work planning, risk assessment, workplan monitoring, Division-wide change initiatives, human resource management, budget management, and general administrative matters, functioning as part of the Division

Education
A first-level university degree is required; preferably in programme evaluation, social science, public administration, business administration, economics, or related field.
Work Experience
A minimum of two years of progressively responsible experience in project/programme management, programme evaluation, administration, or a related area is desirable.
No experience is required for candidates who have passed the United Nations National Competitive Recruitment Examination (NCRE), the Young Professionals Programme (YPP) Examination, or the General Service to Professional Examination (G to P).
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official language of the United Nations is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
Special Notice
This temporary job opening is available until 30 June 2022 with the possibility of an extension subject to the availability of the post or funds, budgetary approval, or extension of the mandate. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
The selection process for this job opening will be conducted pursuant to ST/AI/2010/3 on the “Staff Selection System” and include the compliance review process by a review body described in staff rule 4.15. In case of selection, a staff member of the United Nations Secretariat who meets the definition of “internal candidate” in staff rule 4.10 will be placed on a temporary assignment if he or she holds the same grade as the job opening; and a temporary promotion if he or she holds a lower grade than the job opening. If the regular incumbent vacates the position during such temporary assignment or promotion, the selected staff member will be laterally assigned, promoted or transferred to the position without further selection process under ST/AI/2010/3.
