Resident Program Manager: CEE- Montenegro

The National Democratic Institute for International Affairs (NDI) seeks a Resident Program Manager for our office in Podgorica, Montenegro. The Resident Program Manager will report to NDI’s Central and Eastern Europe Regional Director. Based in Podgorica, the Resident Program Manager will assume responsibilities related to the Institute’s support for enhancing government transparency in Montenegro.
The Resident Program Manager will directly implement program activities, perform daily managerial oversight, planning, design, and evaluation duties for the project in collaboration with NDI headquarters, local staff, program partners, stakeholders, and external advisors.

Responsibilities:
- Designs and oversees the implementation of program activities
- Responds to NDI staff inquiries requiring functional or regional expertise
- Establishes and maintains close working relationships with political parties, parliamentarians, government officials and civil society groups in Montenegro, other implementing partners, and local/international non-governmental organizations
- Maintains collaborative relationships with international democratic development organizations, civic organizations in the U.S. and the region, national and international news organizations, political party networks and partners, and NDI’s network of volunteer trainers and experts
- Monitors assigned program’s annual budget; provides a full, accurate and timely accounting of all funds
- Monitors political events in assigned program areas
- Serves as NDI representative at local and international conferences and meetings and assists with NDI’s public outreach
- Represents the NDI program in meetings with donors and other international organizations
- Provides final edits on regional department generated documents
- Consults regularly with DC staff on program progress and submits timely field reports to the country representative at NDI/Washington that monitors and measures program results and political developments
Qualifications:
- Bachelor’s degree, preferably in International Relations or related subject; Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
- Preferably a minimum of eight (8) years relevant work experience in international development, government reform, community organizing, political campaigns, organizational development, legislative affairs, or impressive experience at NDI
- Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policymakers
- Experience in conflict resolution and trust-building strategies, as well as comfort navigating and finding compromise across political divides
- Program management, proposal writing, and financial management experience required, including experience initiating and managing grants
- Superior oral communications skills to effectively present information, respond to questions and negotiate
- Foreign language ability applicable to region preferred
- Significant experience in political party and government reform programming, in addition to a highly developed knowledge of the assigned region’s political environment and people
- Experience with programs in the Western Balkans, Central Europe, or Former Soviet Union preferred
- Exceptional analytical skills for interpreting complex program and political issues and to think innovatively and introduce new concepts
- Superior writing skills, clear, persuasive, and experienced enough to edit all types of team documents
- Demonstrated ability to work effectively with senior political and civic leaders as well as members of the donor and diplomatic community
- Experience in results-oriented program design, strategic planning, and program evaluation
- Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders
- Working knowledge of PC-based word processing and spreadsheet applications
- Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) is strongly desired
- Seasoned budget and accounting skills
- Ability and willingness to travel outside of Podgorica
- Professional proficiency in English is required
