Manage the activities of the office of the Deputy Executive Director (Management) in all critical aspects of work programme planning and management through coordination, planning, support to policy development, quality assurance of requests for decisions, and coordination of preparation for public engagement.; Support the DED in providing oversight to the three  offices within the OED Management Cone: Admin Law Unit (ALU), Organizational Design and Improvement Lab (ODIL), and Organisational Culture (OC), and in all substantive issues requiring her attention.

How can you make a difference?

Key function / accountabilities:

  • Establish and manage efficient procedures for the Deputy Executive Director to ensure smooth liaison vis-à-vis external contacts and within HQs Division. Contribute to the establishment of guidelines and systems for dealing with high-level external contacts.
  • Draft sensitive and important correspondence on a variety of matters on behalf of the Deputy Executive Director for signature of the Deputy Executive Director.
  • Consult and seek the opinion of Division Directors, Regional Directors, Section Chiefs, as appropriate, on priority and policy-related issues. Advise Deputy Executive Director on sensitive areas requiring action. Provide input into policy documents and directives as required.
  • Arrange and participate in meetings involving the Deputy Executive Director with senior staff and external visitors. Prepare summary conclusions on such meetings, as requested. Ensure follow-up actions are monitored and brought to the attention of the Deputy Executive Director.
  • Review all incoming correspondence, messages and documentation. Apprise the Deputy Executive Director daily of urgent and important issues. Determine routing-for-action to senior staff, follow-up on the actions taken and inform the Deputy of subsequent developments and issues.
  • Edit and revise UNICEF and other reports, speeches and publications for release to the public or submission to the Executive Board.
  • In preparation for the Deputy’s duty travel, liaise with the UNICEF representatives to arrange the Deputy’s itineraries of field visits, public appearance and meetings with government officials, other partners and UNICEF staff.
  • In preparation of speeches, presentations and public appearances by the Deputy Executive Director, arrange logistics, discuss speech topics and programme content with the substantive focal point(s) and event organizers. Review supporting materials and draft texts provided by the substantive focal point(s), undertake further research if required, finalise, and provide quality assurance. Coordinate briefings by substantive staff for the Deputy in advance of engagements.
  • Screen and assess all media queries and requests for interviews with the Deputy Executive Director. Where appropriate, respond on behalf of the Deputy Executive Director, or discuss topics and issues with the media in preparation for scheduled interviews with the Deputy. Provide background information to the media, collect data and information necessary for interviews.

To qualify as an advocate for every child you will have…

    • Advanced University Degree in public affairs, international relations, social sciences or other related discipline.
    • Eight years of relevant professional and managerial experience at the national and international levels in planning, programme management and/or coordination.
    • Good knowledge of all aspects of internal UNICEF management areas in administration and finance, human resource and transaction processing, UNICEF experience in working with external multilateral and bilateral partners, including the United Nations is required, and understanding of UNICEF programme is an asset.
