Partnership Specialist – USAID
The Role
Partnership engagement is a key component of the Civil Society Organization (CSO) Strengthening Project, Evolving a Self-Reliant Culture in Strategic Organizations and Capacitating Them to Mobilize Local Resources, which aims to strengthen the capacity of CSOs and CSO networks that can serve as Learning Resource Organizations (LROs).
The Partnership Specialist is critical in helping the Project deliver targeted outcomes and will have three main functions:
* Provide a critical lens for moving forward partnerships strategically through a pro-active scoping and evaluation of the partnership landscape of the Project
* Provide main support and act as Partner Focal Point for identified key CSO partners on the ground that maybe targeted as Learning Resource Organizations (LROs)
* Provide the platform for collection, aggregation and analysis of partners’ information (i.e. from partners’ reports and feedback, database) nationwide across all targeted areas where participating CSOs are located
The Partnership Specialist has overall responsibility for ensuring that Partnership delivers on its three main functions. S/he shall ensure that partnership management is adaptive and customized to the needs of the Project but still subscribes to the over-arching partnership principles and standards of Save the Children Philippines. The post holder shall work under Chief of Party and closely work with relevant staff of the Project Management Office (PMO), Consortium partners and other identified stake holders (e.g. CSOs, government units and agencies, etc.) in the field.
QUALIFICATIONS
* With post graduate degree in a social science course, public administration and other related fields. Equivalent experience will be considered in lieu of a post graduate degree course
* Minimum 5 years work experience in the development or NGO setting, with at least 3 years of experience in partnership-based programming, networking or working in coalitions; experience in humanitarian work is desirable
* Substantial knowledge of local civil society governance structures, strategy development, and structure and system development
* Good skills and experience in all aspects of program cycle management – design and development, implementation, and monitoring and evaluation
* Experience in organizational capacity development
* Excellent training, facilitation and capacity building skills
* Proven experience in field level representation with key stakeholders and co-ordination with other NGOs/UN
* Proven commitment to participatory and adaptive programming approaches
* Strong analytical and conceptual skills and the ability to think and plan strategically
* An excellent team player with good skills in team work and consultative approach to decision making
* Demonstrable experience of MEAL and Knowledge Management
* Excellent communication skills, both oral and written, including a good track record of report writing; a high level of written and spoken English is expected
* Politically and culturally sensitive with qualities of patience, tact and diplomacy
* Willing to work long hours toward the attainment of program objectives and deliverables
* Can work well in highly stressful situations; able to manage multiple competing tasks, prioritize deliverables and meet reasonable deadlines
* Willing to travel to any part of the country as needed for the Project and maybe requested by Save the Children Philippines for its humanitarian response

Contract length: Fixed Term position until September 2023 based in National Capital Region
