The role
Family Care First (FCF) | REACT, led by the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), is a network of organizations, financially supported by the European Union, USAID, the GHR Foundation, Save the Children Hong Kong and UNICEF. We aim to support more than 7,000 Cambodian children to live in safe, nurturing family based care.

The Communication Specialist will be responsible for the implementation of communication strategy for FCF | REACT. This includes ensuring that the network is well represented and branded, via the production of communication materials including the FCF | REACT Website, Social media, and other Information, Education, and Communications (IEC) materials as well as internal communication with more than 60 member organisations.

The Communication Specialist will also have responsibility for building the capacity of FCF | REACT partners to ensure their compliance to the Branding and Co-branding Guidelines.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Qualifications and experience

Essential
* Preferably a master’s degree in communications, public relations, journalism or any other related or relevant field. Extensive and substantive relevant work experience may be considered in lieu of a master’s degree.
* Minimum of 5 years of relevant work experience in communications in development or in a corporate setting, with experience of implementing communications and campaign strategies for an international humanitarian or corporate organisation.
* Minimum of 2 years of relevant work experiences in working with USAID / EU project.
* Excellent writing and communication skills, particularly in English, and a thorough understanding of the role and importance of communications, particular in times of crisis or emergency.
* Capacity to work with both English-speaking and Khmer-speaking staff; translate IEC materials, presentations, workshops, etc.
* Good working knowledge and experience in working with different information management systems.
* Demonstrable track record of working with media and building media relations.
* A good understanding of social media and how social media can be used to raise organisational profile or highlight important issues relevant to Save the Children.
* Highly developed cultural awareness and an appreciation for diversity.
* Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
* Commitment to Save the Children’s values.
* Marketing experience is a plus.

* Ability to use Microsoft Word, Excel, PowerPoint; Adobe Photoshop, Adobe InDesign, Adobe Illustrator and Adobe Premiere
