Description of Organization: The Bureau for Development, Democracy and Innovation (DDI) integrates technical expertise with values-driven, cross-cutting priorities, and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn, and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.
The Center for Education (DDI/EDU) leverages its expertise, partnerships, and global perspective to guide and influence the education sector, advancing U.S. Government development priorities.
Description of Position: The Education Development Officer (Knowledge Management and Learning Advisor) will provide high-level, inherently governmental support to the Center and education sector. The Officer will develop and oversee a strategic approach to knowledge management and learning activities across USAID education sectoral areas—and provide authoritative and comprehensive advice and assistance to USAID education staff in Washington and the field, as well as partners and other donors, on organizational learning good practices. The Officer will oversee the Education Links website as the primary knowledge management tool for USAID education—and coordinate the development and implementation of learning agendas, working with technical colleagues to advance knowledge and generate curated learning products. The Officer will serve as a Contracting Officer’s Representative (COR), Alternate COR, and/or Activity Manager for relevant mechanisms in the Center.
Qualifications:
- Must be a U.S. citizen.
- You must have one year of specialized experience equivalent to the next lower grade level (FL-03) of this position. Examples of specialized experience include:
- Supporting knowledge management work planning and providing expert review of deliverables;
- Adapting, updating, and/or creating standards on knowledge management processes, such as product development, stakeholder analysis, dissemination/engagement planning, and data management;
- Advising on product development and dissemination approaches—and providing expertise around prioritizing knowledge product generation;
- Supporting process management for gathering data and results information on programming. Advising on and creating processes for how best to use data to tell important stories on progress to various audiences; and/or
- Strengthening and institutionalizing learning in an organization and managing processes to develop learning agendas.
- Must be eligible to obtain and maintain a Secret security clearance.
