Main purpose of job:
The senior economic adviser is responsible for monitoring and reporting on the Hong Kong and Macao economies; understanding and reporting on Hong Kong’s financial services and monetary policy and the UK’s trading relationship with Hong Kong; and supporting bilateral engagement on economic and financial issues between the UK and Hong Kong/Macao.
Roles and responsibilities / what will the jobholder be expected to achieve?:
- Provide high quality advice and reporting to UK Government on macro-economic developments, financial stability and financial and economic policy in Hong Kong and Macao.
- Support engagement by diplomats at post with the governments of the Hong Kong and Macao Special Administrative Regions on economic and financial services issues to gain support for UK objectives.
- Develop and deliver a programme of events, including oversight of high level visits, in support of UK priorities. Use high level and expert visits to demonstrate UK leadership on key economic issues.
- Develop a strong network with key stakeholders to inform reporting and extend the British Consulate’s outreach.
- Offer comprehensive support to the Department for International Trade team, especially the Financial and Professional Services unit. Focus on trade statistics, UK economic messaging and investment promotion, and support cooperation with government and business stakeholders to advance the UK-Hong Kong trade relationship.
- Engage government, regulator and business stakeholders to advance the UK-Hong Kong relationship in financial services, including playing a leading role to deliver the UK-Hong Kong Financial Dialogue working closely with HM Treasury.
- Provide reporting to colleagues in Beijing on the Hong Kong expert view on mainland China economic issues.
- Working with the China Economic Network across our missions on the mainland to explore opportunities Hong Kong offers to the UK’s relationship with mainland China (e.g. Greater Bay Area Initiative, cross-boundary market links, and RMB internationalisation).

Learning and development opportunities (and any specific training courses to be completed):
- Ongoing access to L&D opportunities through the UK Government’s “Trade Policy Profession”.
- Staff at the British Consulate General are encouraged to devote 5 working days per year in aggregate to Learning and Development activities. A wide range of L&D events are organised on a regular basis within the Consulate and in collaboration with the Foreign and Commonwealth Office’s network of posts across the region.

This position is open to Hong Kong citizens, permanent residents, and partners/dependants of UK-based diplomatic staff currently posted in Hong Kong. Employment offers are subject to successful clearance of pre-employment checks. No accommodation or relocation expenses are payable in connection with this position. Candidates must have or be able to obtain work authorisation for Hong Kong in order to apply.
- Must be fluent in English written and verbal skills
- Must have a high level of economic literacy and either a professional qualification in the field or substantial professional experience working on economic issues and/or on financial services.
- An effective communicator who is able to communicate complex technical ideas, orally and in writing, to colleagues and stakeholders of different backgrounds.
- A proven networker who can credibly engage with leading stakeholders – it is essential in this role to build a strong network of stakeholders in the business, academic, economic specialist and government communities in order to deliver on this challenging agenda.
- A strong track record of delivery. The successful candidate will need to be able to project manage occasional seminars, workshops and high level visits, providing strategic direction and policy advice on content; and oversight of logistics.
- A team-player who is able to work across Sections in the Consulate and to contribute to broader corporate initiatives.

- Knowledge and/or experience in financial markets, financial services policy, and the internationalisation / liberalisation of China would be a plus.
- Experience of public policy work on economic issues would also be useful.
