Senior Advisor, Climate Finance, NDC Partnership

This position can be either based in Washington, DC or in Bonn, Germany.

Job Summary
Reporting to the Country Engagement and Knowledge & Learning Directors, you will work with NDC Partnership members to enhance and implement ambitious NDCs through mobilization of financial resources for low carbon and climate resilient projects and programs. Your responsibilities include the implementation of the Partnership’s Finance Strategy, ensuring its full integration with the country engagement strategy; engagement with a wide range of investor groups; resource-mobilization for projects from member countries; and engagement with strategic climate finance initiatives and institutions.

This position is remote due to Covid-19, but you will be based at WRI’s office in Washington, DC or in Bonn Germany once restrictions have lifted.

Job Responsibilities
Engagement and analytical work (70% effort)

• Provide strategic advice and thought leadership to the climate finance efforts of the NDC Partnership, including:
  • The origination, development, and outreach efforts to mobilize resources for climate-related projects, including PINs (Project Information Notes), concept notes and project proposals
  • Engagement with Partnership members, climate finance advisors, and climate finance-sector stakeholders including MDBs, climate funds, and other development partners to identify and prepare projects, and mobilize resources for member countries based on Partnership Plan outputs
  • Engagement and linking NDC Partnership’s finance work with members’ Climate Finance initiatives. o lead coordination of project financing proposal development in response to donor calls
  • Developing a strategic approach to mobilizing finance in major emerging economies

• Strategic support to the continuous improvement for integration between NDC Partnership Country Engagement and Finance Strategy, including designing tools, guidance documents, training materials, and coaching to staff members
• Strategic and operational contribution to the finance-related elements in the preparation of NDC Partnership strategic documents, such as the Work Plan and Budget, Annual Planning, special initiatives, amongst others

Other activities pertaining to the implementation of the NDC Partnership Climate Finance Strategy
Reporting, Events & Ad Hoc (30% effort)

• Prepare reporting materials for Partnership members on NDC financing progress, such as updates on the development and implementation of NDC implementation plans, implementing partners mobilization, donor reports, amongst others
• Support to the Partnership’s Monitoring and Evaluation (M&E) system, including data collection on climate finance, analysis and reporting of Partnership results
• Author and co-author reports, blog posts, presentations decks, infographics, brochures, and other online and offline communications materials
• Support the development and/or maintenance of content related to country engagement on NDC Partnership and affiliated websites
• Plan and implement internal and external meetings, workshops, conferences, and other dissemination activities (Partnership Plan consultations, launches and assessment meetings, events, COPs, Peer-to-peer exchanges, regional meetings, etc.)
• Other activities as required related to the Partnership’s work on finance

Job Qualifications

• Advanced university degree in finance, economy or related area and in-depth experience and knowledge in climate and sustainability finance in developing countries
• Minimum of 7 years of experience in climate change and sustainable finance in the public and/or private sectors including project finance, blended financing, and resource mobilization for climate and sustainable development projects
• Minimum of 3 years of experience in developing climate change projects with/for multilateral development banks, climate change funds, and bilateral donors
• Proven track record in mobilizing public and private finance for climate / sustainability project
• Substantive working experience in key sectors of NDC Implementation, such as energy, forestry, agriculture, transport, and infrastructure
• Experience in multi-stakeholder initiatives, management of relations with government officials, and working with international organizations
• Ability to manage multiple priorities and work under pressure with tight deadlines. Flexible and capable of working with minimal direction and supervision
• Strong creative and entrepreneurial spirit with sound analytical skills: proven experience in managing and implementing innovative solutions, navigate complex projects. obstacles, and influence others’ thinking to achieve impact beyond one’s own activities
• Strong computer skills and experience in Microsoft suite, database management, cloud- and web-based communications. Advanced Excel skills required
• Excellent writing, editing, and oral communication skills
• Fluency in English. Ability to work in French, Portuguese, Spanish or Arabic would be an asset
• While Denmark, as the funder of this position, is not mandating the Senior Advisor to be a Danish national, applicants would require robust knowledge of and experience with Danish Development Cooperation / Climate Policy and related institutions

Potential Salary: $96,000 – $130,000 if based in the United States. Salary is commensurate with experience and other compensable factors.

Program Overview
The NDC Partnership is a coalition of more than 185 countries and institutions that supports its members in implementing their Nationally Determined Contributions (NDCs) to the Paris Agreement. Its Support Unit is hosted at the World Resources Institute (WRI) in Washington DC and the United Nations Framework Convention on Climate Change Secretariat (UNFCCC) in Bonn. Denmark is a founding member of the NDC Partnership. It supports the operations of the Support Unit, amongst others through secondments. Denmark is looking for a secondee to act as Senior Finance Advisor of the NDC Partnership.
