Main purpose of job:
The Foreign, Commonwealth and Development Office (FCDO) has a Corporate Services Centre consisting of a Global Transaction and Processing Centre and Regional Finance, Human Resources, and Procurement hubs based in Manila. The HR Hub oversees 36 British Embassies, High Commissions and other Offices located in the Asia Pacific Region.
The HR hub is an integral part of the global HR team serving country based staff working in the overseas network for the UK Government. The role of the Regional HR Hub is to provide key HR Services (recruitment, pay and reward, talent and performance management and HR enquiries) to customers in the region and to provide a strategic and professional HR capability to support Regional Senior Leaders in delivery of business objectives.
The Regional Payroll Officer will be responsible to process and audit payrolls and related payments for Country-Based Staff working at British High Commission/Embassies, and other Offices located in the Asia Pacific. The role will report to the Regional Pay and Benefits Manager for the region.
Roles and responsibilities:
Payroll Service Delivery (70%)
- Process payroll and other salary related payments for country based staff in the region
- Ensure accurate and timely payroll processing
- Perform crucial role in exercises such as the annual pay award, benefit/deduction updates, and final pay process
- Review, develop and document payroll procedures, advising both staff and managers when needed
- Maintain data confidentiality for all payroll-related matters
- Work closely with Global Transaction Processing Centre in Manila in relation to the payment of payrolls
Management Information Support (10%)
- Produce and analyse regular and ad-hoc payroll reports
- Maintain and organise payroll files according to local and FCDO requirements
Quality (10%)
- Interpret HR policies and procedures and apply them to pay and benefits, where applicable
- Take initiative to identify any areas for improving or automating the payroll processes
- Act as first point of contact in payroll and deal promptly with country based staff concerns and provide timely solutions
- Trouble shoot payroll related issues, working closely with the stakeholders involved
- Perform Root Cause Analysis and incident report including implementation of preventive and corrective actions
Communication (10%)
- Answer enquiries and requests from internal and external stakeholders applying strong pro-active customer service skills
- Build Networking skills and work as partners with relevant stakeholders in the region
- Maintain open dialogue and good working relationships across different teams in service delivery.
- Carrying out any other ad-hoc tasks that are necessary including support on projects and other areas of focus for the Pay and Benefits Team
- Bachelor’s degree holder or equivalent
- At least 2 years’ experience in payroll and data management or similar field
- Exceptional attention to detail and accuracy
- Ability to produce reports
- Excellent in using all MS Office applications, specifically Word and extensive knowledge on Excel
- Excellent oral and written communication skills as well as organizational skills
- Strong customer service and interpersonal skills, with the ability to work with people at all levels in a fast paced environment.
- Ability to work with minimal supervision and prioritise work
- Must be able to work independently as well as part of a team

The British Embassy has a formal flexible working policy and welcomes requests for flexible working arrangements, including non-standard working hours (however staff have to be available during opening hours to take calls from customers) or compressed hours. Team members can work from home however there are times staff must come to the office to deal with customers face to face.
Throughout the Covid-19 pandemic, staff are actively encouraged to work from home to limit movement and exposure to others. This impacts normal team-working configurations and work-related travel, which can be discussed with the hiring manager.
Employment offers are subject to successful clearance of pre-employment checks. Staff recruited locally by the British Embassy Manila is subject to Terms and Conditions of Service according to local Philippine employment law.
No accommodation or relocation expenses are payable in connection with this position. All candidates must be legally able to work and reside in the country of the vacancy with the correct visa/work permit status or demonstrate eligibility to obtain the relevant permit. Any costs related to obtaining or renewing permits and visas are the responsibility of the successful applicant.
Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
