Background and Rationale:
In 2019, the Regional Office for South Asia identified a need to review the work distribution and the structure of the office as it pertains to the utilization and allocation of Programme Associate and Administrative Associate posts to the different sections within the office (several sections share one support staff). The need was reinforced by the Global Staff Survey Response plan which also identified such a review, to be conducted within the first quarter of 2019. Consequently, the office embarked on its first workload assessment and based on the findings of that assessment and the recommendation that no change was necessary, the work distribution remained unchanged.
Following the recently completed Regional Office Management Plan (ROMP) 2022 – 2025 and the proposed structure, there have been calls for another workload and work distribution assessment to recommend suitable structure and appropriate level of General Services (GS) staff in the office. As part of its commitment to fairness, equity and wellbeing of staff, the Regional Office seeks to engage the service of a consultant to conduct a new assessment to address workload distribution issue and to ensure that the actual jobs of GS staff are classified at the appropriate level.
The consultant will work with the Human Resources team, Staff Association, and all relevant sections in the office to collect information for the review and assessment and to recommend actions to be taken by the office.
How can you make a difference?
Purpose:
The overall purpose of the consultancy is to support ROSA management to ensure an equitable workload distribution, fair grading of job in the workforce and a training plan to support the staffing expectations, in order to contribute to a conducive working environment and a culture of inclusivity and fairness.
The specific objectives of the consultancy will be to:
- Assess the current workload and its distribution among support staff in the office
- Analyse the key determinants of excessive and/or imbalanced workload
- Evaluate the classification level of each job against the work being performed and the capacity building needs to support performance.
- Propose actionable recommendations to effectively and efficiently address the key findings of the analysis and assessment
Key Assignments and Deliverables:
- Initial presentation to ROSA management and all staff highlighting the methodology and the working approach (after meeting with ROSA HR and Staff Association to get background context and understanding about expectations for the assignment) – 2 days
- Implementation of the assessment and analysis (desk review of documents, interviews, consultations, etc.) – 12 days
- Initial presentation to management and staff association on main findings and recommendations – 1 day
- Presentation to all staff on main findings and recommendations (incorporating feedback from management and staff association) – 1 day
- Satisfactory final consultancy report in English to the Management – 2 days
Working modalities: Work from home
Duration of consultancy assignments: 18 working days from the start of the consultancy.

To qualify as an advocate for every child you will have…
Education:
Advanced degree in Business Administration, Organizational Psychology, leadership development, change management or other related area.
Work Experience:
- At least 8 years of experience in management and change initiatives., organisational culture change, management initiatives and HR issues.
- Proven track record in conducting work load assessments and analysis in medium to large office settings.
Language Proficiency: Fluency in English is required

- Cultural awareness, and demonstrated sensitivity to diversity.
- Excellent understanding of UN organisations (preferably UNICEF)
- Understanding of issues that emerged in the Pulse Check Sureveys.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
