BACKGROUND
Under the overall direction of the Senior Health Specialist (DICE), the incumbent is responsible for the management of DICE’s internal and external facing Knowledge Management Platform. As one of DICE’s priority pillars, the KM Platform is intended to provide a mechanism for the DICE Secretariat (UNICEF, WHO) and Consortium Partners (BMGF, CDC, FCDO, GiZ, GAVI, Global Fund, USAID, and World Bank) to coordinate COVID-19 Digital Health technical assistance at country, region and global level. This includes an internal, secure multi-agency mechanism to record and share incoming requests, to collaborate on documents, and provide consolidated feedback. Additionally, the KM site will provide resources (i.e. PDF tools, etc.) and data insights through embedded dashboards to external audiences. As part of this, development and curation of KM content will also be required. Finally, the KM Specialist will be expected to support the Senior Health Specialist with other documentation such as Presentations and Donor Reporting.
Under the direction of the Monitoring Specialist (Immunization), the incumbent will be responsible for setting up, maintaining and promoting both internally and externally facing Immunization Knowledge Management and Capacity Development Platforms. The platforms will provide access for internal and external audiences to immunization resources/documentations and data insights. The KM Specialist will also support the Immunization team with the documentation/capturing and dissemination of knowledge on key immunization initiatives, good practices, lessons learned and the development of presentations in line with UNICEF quality standards and branding.
Terms of Reference / Deliverables
Under the direction of the Senior Health Specialist (DICE) and Monitoring Specialist (Immunization), the incumbent is responsible for:
- Knowledge Management:
Immunization KM Strategy and web-based Platform developed DICE KM Strategy and regular status reports
- DICE KM Platform:
Regular updates and content posted on KM Platform; TA requests are captured, shared and responded to; Consortium Members are routinely engaged
- Immunization KM and Capacity Development Platforms:
SOP and the KM structure developed, and Immunization Team Leads are routinely involved, and KM platform updated and checked on at least a monthly basis
- Monitoring and Evaluation:
DICE KPIs regularly updated; Completed evaluations of DICE mechanism;
Monitoring and tracking of number of Immunization sties visits and conducting user satisfaction surveys regularly.
- Documentation / Case Studies:
DICE Case Studies; Internal reports
Immunization case studies, good practices, lessons learned, data insights
- Internal Communications:
DICE Presentations, Concept Notes, Proposals and Donor Reports
Immunization presentations, Proposals, and concept notes
Qualifications
(1) Education
- An advanced university degree in knowledge management, organizational learning, international development, public health, international affairs, or other relevant discipline.
- A first university degree with two additional years of relevant professional experience may be considered.
2) Work experience
- A minimum of five years of Professional work experience in the area of knowledge management, information management and/or communications
3) Competencies
- Demonstrated understanding of knowledge management principles and capacity to deliver knowledge management and/or organizational learning activities
- Demonstrated experience designing and implementing SharePoint sites or other similar KM related sites.
- Demonstrated experience in knowledge management, organizational learning and web-based products
- Ability to link content development and engagement strategies that facilitate timely, useful delivery of information through knowledge platforms and activities
- Experience developing donor proposals and reports.
- Excellent facilitation, program/activity management, and written and oral communication skills.
- Graphic design experience is an asset.
- Experience with Public Health (EPI, Community, Digital, Health Systems Strengthening) is an asset.
- Understanding of UNICEF systems is an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
Requirements

- Financial proposal that will include:
- your daily/monthly rate (in US$) to undertake the terms of reference
- travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
- Any other estimated costs: visa, health insurance, and living costs as applicable.
- Indicate your availability
- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
