FHI 360/Philippines (www.fhi360.org) through Meeting Targets and Maintaining Epidemic Control (EpiC) project in the Philippines is seeking applications for the position of Technical Advisor, Social and Behavior Change Communication.** EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC will work in Mega Manila to address critical gaps and bottlenecks in the response to HIV among KPs in the Philippines and build capacity of local, community-based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs. In addition to the activities mentioned above EpiC Philippines will focus on expanding HIV case finding in the community, expansion of PrEP and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population groups.

Job Description

The Technical Advisor will contribute to prevention, care and treatment activities and social and behavior change communication activities under the direction of the Senior Technical Advisor for the EpiC project in the Philippines. S/he will contribute to activities to increase uptake and improve quality of HIV/AIDS prevention, care and treatment services. S/he will coordinate with the Project Director and Senior Technical Advisor to bring in new technical expertise and updated global SBCC practices. S/he will also contribute to all technical reports and submit to EpiC, FHI360 HQ, USAID and other stakeholders.

Position Description:

  • Provide HIV/AIDS and SBCC technical leadership, guiding the development and implementation of SBCC strategies, approaches, messages and activities;
  • Work closely with the project’s creative partners to inform the development, implementation, monitoring and evaluation of integrated and comprehensive SBCC strategies;
  • Generate new ideas and innovations in our approaches and thinking in relation to SBCC interventions for HIV prevention drawing on good practice and evidence from elsewhere;
  • Foster a strong working relationship with the project’s partners to secure their technical inputs and buy in project’s strategies, messages and activities;
  • Provide technical advice and guidance regarding the project’s SBCC strategies, which will include outreach, communication, and training activities to partners, local government and organizations;
  • Identify and adapt best practice SBCC processes, implementation guidelines, job aids and IPC tools to guide the development of the project’s campaigns and community level SBCC interventions;
  • Contribute to quarterly reports, annual reports, and work plans;
  • Maintain excellent Government, stakeholder, creative agencies and partner relations;
  • Other duties as assigned.

Minimum Qualifications:

  • Master’s degree in relevant field (MBA, MPH) in marketing and/or communications or related field and 5-7 years of related experience; OR Bachelor’s Degree and 7-9 years of related experience;
  • At least 5 years’ work experience with a public health, development or marketing organization, of these at least five years should be at management level capacity, leading the development and implementation of SBCC initiatives;
  • Expertise and experience in senior capacity working with print, mass media, ICTs and other electronic media required;
  • In addition to possessing communication capacity, technical expertise in research analysis and application preferred;
  • Knowledge of public health issues in two or more of the following areas strongly preferred; HIV/AIDS, family planning, reproductive health, maternal and child health, malaria and TB;
  • Must be a confident communicator and presenter;
  • Must be fluent in spoken and written English and Tagalog;
  • Strong writing, editing, and proofreading skills are essential, including ability to present concepts verbally;
  • Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations essential.
  • Must be self-motivated with a positive and professional approach to management;
  • Knowledge of and experience using Microsoft Office essential.

The position will be based in Manila, Philippines and work out of the FHI 360 Country office. Preference is for Filipino national candidates.
