Context:
The consultant will report directly to the Head of IOM Sub Office in Cotabato. The consultant will be required to work independently with minimum supervision; however, specific guidance from the project team in IOM Cotabato Sub Office as well as technical team in IOM Country Office (particularly the Zamboanga Satellite Office) should be followed.
Nature of Consultancy: The consultant will provide specialized technical support to help build the capacities of the Ministry of Health-BARMM and Ministry of Environment and Natural Resources-BARMM especially on Solar energy solutions for the health facilities in Basilan, Sulu, and Tawi-Tawi.
The consultant will be based in the field, Zamboanga City Satellite Office (reporting to IOM Cotabato Sub-Office). The consultant will report directly to the Head of IOM Sub Office in Cotabato. The consultant will be required to work independently with minimum supervision; however, specific guidance from the programme team in IOM Cotabato Sub Office should be followed.
IOM Project to which the Consultancy is contributing: Building the capacities of the Office of Energy and other selected MENRE units to support the development of the rural electrification plan, one of the highest priorities in MENRE’s agenda for 2020; and to Equipping key BaSulTa health facilities with Photovoltaic (PV) systems, contributing to the BARMM efforts to expand electrification in rural areas and providing reliable electricity supply for essential service provision.
Core Functions / Responsibilities:

Provide technical support to Ministry of Environment, Natural Resources and Energy (MENRE) on its capacity building and planned assessments related to solar and other renewable energy solutions, and analysis of data such as but not limited to, energy sources, energy access, service providers, stakeholders and bottlenecks.

Assess the solar energy needs of priority health facilities in BaSulTa identified by and in cooperation with MENRE and MOH.

Formulate recommendations based on the assessment results to IOM’s programme team, MENRE and MOH.

Lead the programme team in designing capacity building program related to sustainable energy solutions for BARMM key counterparts such as MENRE and MOH.

Prepare specifications, cost-benefit analysis, call for proposals, terms of reference and similar bidding documents, for companies/entities that will bid for installing the photovoltaic system in priority health facilities.

Provide technical guidance to programme staff and engineers, MENRE and trained community skilled workers during the whole process of photovoltaic installation and ensure that all activities are in line with IOM’s standards and Do no Harm principle.

Carry out participatory evaluations in coordination with IOM’s Monitoring and Evaluation (M&E) unit of the provided intervention, interviewing patients, health professionals, implementing and operational partners involved in the processes, key Government stakeholders such as MENRE and MOH, and IOM’s own relevant staff.

Identify potential areas for programme development as a result of the intervention and prepare concept note.

Prepare and submit periodic report in coordination with programme team to Head of Office.

Perform other duties that may be assigned.
Tangible and Measurable Outputs of the Work Assignment and Realistic Delivery Dates and Details as to how the work must be delivered:
The Consultant is expected to accomplish the following outputs within 3 months:
a) Inception report including workplan.
b) Assessment report on the solar energy needs of priority health facilities.
c) Terms of reference and similar bidding documents, for companies/entities that will bid for installing the photovoltaic system in priority health facilities.
d) Capacity building plan related to sustainable energy solutions for BARMM key counterparts such as MENRE and MOH, among others.
e) Final report.
Performance indicators for evaluation of results:
The total consultancy fee is PHP 700,000.00, all inclusive. In line with the tasks and work assignments stipulated, the release of salary will be in 3 tranches:
a) 1st tranche – 30% upon submission and approval of Output (a).
b) 2nd tranche – 50% upon submission and approval of Output (b and c).
c) Final Payment – 20% upon submission and approval of Output (d and e).
The Consultant is required to submit his/her monthly Daily Time Record (DTR).
Languages
Fluency in English, written and oral, is required.
Note
The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production. Applications received later or that do not specify the name of the call will not be considered.
