FHI 360/Philippines (www.fhi360.org) through Meeting Targets and Maintaining Epidemic Control (EpiC) project in the Philippines is seeking applications for the position of Senior Strategic Information Advisor.** EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC will work in Mega Manila to address critical gaps and bottlenecks in the response to HIV among KPs in the Philippines and build capacity of local, community-based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs. In addition to the activities mentioned above EpiC Philippines will focus on expanding HIV case finding in the community, expansion of PrEP and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population groups.

Job Description

The EpiC Philippines Senior SI Advisor will lead monitoring, evaluation and learning (MEL) for the EpiC Philippines project under the oversight of the EpiC Philippines Project Director (PD). S/he will be the lead technical expert responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. The EpiC Philippines Senior SI Advisor will work closely with the project leadership and country-level SI teams to enhance or develop systems across sites to monitor service delivery and performance in real-time to improve service quality and impact and to meet reporting requirements. S/he will work across technical teams to provide consistent guidance, advice and/or training on appropriate results frameworks and knowledge management practices for the project and its strategies. The Senior SI Advisor will systematically strengthen the alignment of program strategies and activities to global evidence and lessons learned from program data and client experiences, drawing upon knowledge management, operations research, monitoring and evaluation skills

Position Description:

• Provides technical leadership for monitoring and evaluation to implement high-quality care, treatment and support activities with a primary focus on the technical areas of M&E for HIV/AIDS programs including logistics; data collection; validation; and reporting for prevention, HIV testing and counseling (HTS), antiretroviral therapy (ART), pre-exposure prophylaxis (PrEP), HIV self-testing (HIVST), facility and community-level supervision etc.**

• Oversees compilation of M&E data for inclusion in monthly High Frequency Reporting (HFR), quarterly reports and other ad hoc reporting requests.**

• Reviews and/or writes M&E plans, papers and reports and ensures their accuracy and appropriateness by analyzing and interpreting project information and data throughout the project lifecycle by articulating findings and their relationship to broader project strategies.

• Clearly communicates complex data driven technical analyses to diverse audiences and provides supportive supervision to establish statistical standards and ensure consistency and conformity of database management across teams and overall project.

• Develops and supports continuous quality improvement systems across countries to ensure ongoing program improvement and reaching of targets.**

• Ensures program data are tracked, verified and supporting documentation is maintained and reported to FHI 360 HQ, USAID/PEPFAR and in DATIM, and facilitate USAID’s Data Quality Assessment (DQA) process

• Leads efforts to strengthen monitoring and evaluation, and performance reporting within region, which may include working with program stakeholders and partners to monitor, document and analyze the performance of their HIV services and activities and ensure data quality.

• Liaises with relevant technical advisers and counterparts responsible for country-level strategic information and monitoring and evaluation and support coordination on the regional level.

• Leads in developing and regular submission of reports per contract agreement and end of week reports.

• Communicates with internal and external partners and articulate their data/information needs and leverages both remote and on-site technologies to facilitate collection, analysis, creation, and dissemination of knowledge products.

• Strengthens knowledge management for the project’s performance measurement systems to better monitor performance against operational priorities and advance the strategic interests of the organization.

Minimum Qualifications:

· Master’s Degree or higher in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or other relevant discipline;

· Minimum eight years working on designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of programs funded by PEPFAR. Experience working on M&E of community-based key populations programs is preferable;

· Demonstrated expertise in data analysis, managing online databases to ensure easy access to data and data reports; experience in Tableau or Power BI preferred;

· Previous experience working with USAID or PEPFAR supported program;

· Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info; and/or software;

· Demonstrated ability to perform complex data analyses and make recommendations based on findings;

· Demonstrated ability to portray complex data sets in easy to understand formats including visualizations;

· Demonstrated working knowledge of the Filipino health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting;

· Previous experience building capacity for generation and use of strategic information;

· Fluency in interpersonal, writing and oral presentation skills in English. Advanced level of Tagalog is strongly preferred.

· Previous experience working in the Philippines.

The position will be based in Manila, Philippines and work out of the FHI 360 Country office. Preference is for Filipino national candidates.
