Overview
The GBV Technical Advisor works closely with protection field teams in Northeast Syria. The role focuses on supporting the implementation of GBV and women & girls empowerment programming in Women and Girls Safe Spaces (WGSS) across Northeast Syria. Programming is implemented both in camps and at urban level working with displaced populations and host communities. The Technical Advisor is responsible for assessing current programming, providing capacity building in identified areas of need, developing standardized program and monitoring tools, and advising on areas for program expansion. The role has a particular focus on expanding existing women and girls’ empowerment and adolescent girls programming with an emphasis on active participation and mobilization of women and girls in the community as well as skill building activities for adolescent girls and young women. The GBV Technical Advisor is based in Northeast Syria and reports to the Protection Manager.
Responsibilities
Technical Support and Quality Assurance
- Guides the development and implementation of GBV programming in Northeast Syria.
- Conducts assessments to identify priority needs, including staff capacity and program implementation.
- Provides ongoing technical support to GBV programming including, technical oversight and field monitoring of program staff, in close coordination with the Protection Manager and MERL Manager, to ensure high-quality implementation of GBV programming and resources.
- Provides technical support and guidance to GBV caseworkers to ensure effective application of the survivor-centered approach and the GBV case management principles.
- Builds the technical capacity of program staff by delivering technical training, ongoing technical coaching and Training-of-Trainers, with the support of the Capacity Building Officer.
- Leads the development of training materials focused on GBV Case Management, Risk Mitigation and Women & Girls Empowerment.
- Leads the identification of key aspects for the integration of PSS and GBV thematic areas and provides capacity building through the development of specialized modules (e.g. counseling skills, caring for child survivors, etc.).
- Develops and reviews program-specific tools/resources/curricula/SOPs and works with Protection Manager to contextualize and adapt global and country-specific materials.
- Supports integrated program design with a focus on the intersectionality between child protection, adolescent programming and GBV.
- Leads the promotion of PSEA principles through the planning and implementation of operations and strategies.
- Coordinates with GBV teams in Northwest Syria to support harmonization of standards and practices.
Monitoring & Evaluation, Research and Learning
In coordination with MERL team:
- Supports program monitoring to ensure data is used to inform programming as needed to contribute to high-quality implementation of GBV programming.
- Develops a comprehensive GBV M&E plan as well as assessment tools for GBV monitoring and gender analysis including gender-based violence, harmful practices, and the needs of adolescents and youth.
- Leads the uptake of the GBV Information Management System principles, develops the capacity of field teams on GBVIMS and leads on data analysis to adjust programming.
- Contributes to case studies, best practices, lesson learnt and other knowledge based products.
Knowledge, Skills, and Abilities
- Strong track record of technical leadership and proven ability to produce demonstrable results.
- Demonstrated advanced knowledge of prevention of sexual exploitation and abuse responsibilities within humanitarian response programs
- Advanced knowledge of and experience with Monitoring, Evaluation and Learning experience with international cooperation agencies.
- Proven ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
- Familiarity with management and monitoring tools.
- Verbal fluency and excellent writing skills in English.
- Knowledge of Arabic an asset.
Qualifications
- Master’s Degree in social sciences, social anthropology, law and women’s rights, sociology, gender, cultural studies and 2 years of professional experience in the field of GBV prevention and response or broader gender programming, or Bachelor degree with 5 years of professional experience in the field of GBV prevention and response or broader gender programming.
- Demonstrated experience in GBV, adolescent girl and women empowerment programming.
- Proven experience building capacities, including training and mentoring staff remotely.
- Experience as a case worker or supervising case workers and a thorough understanding of GBV case management principles will be considered a strong asset.
- Field experience is strongly desirable.
- Demonstrated experience of working in the Middle East and in the Syria crisis highly desirable.
- Experience working in a conflict or post conflict zone required.
- Experience working on US government-funded programs required.
