The OFDA-funded West Africa Rapid Response Fund for Acute Humanitarian Needs Resulting from New Internal Displacement program is a three-year project covering four countries (Burkina Faso, Cameroon, Mali and Niger). Under this project, CRS will:
* support short-term, effective, and quick-impact interventions to meet acute emergency humanitarian needs related to the impacts of new internal displacement as they emerge; and
* build and strengthen the humanitarian response capacity of national non-governmental organizations (NGOs) to respond effectively and efficiently to emergency needs of target IDP populations and host communities.

Job Summary
In this role, you will be responsible for the administration of a regional emergency rapid response fund (RRF) which will provide immediate support to vulnerable, crisis-affected populations in four countries in West Africa. You will be responsible for the high-quality implementation of administrative elements of the project, proactively managing and mitigating risks within the project to ensure that results are achieved and learning is well documented. As this project will be piloting a new USG mechanism for providing quick access to funding in emergencies, on-going learning from this project may be used to enhance humanitarian approaches on a large scale. Your role within this project will contribute to determining how effective, adaptive and innovative CRS’ Emergency Response programming will be.

* None.

Basic Qualifications
* Masters’ Degree or equivalent field experience in international development or related field.
* Minimum of three years of work experience with progressive responsibilities, ideally with an international NGO, with minimum of two years relevant field-based experience in managing operations within emergency response and recovery programs, preferably including multi-sectoral projects and rapid responses. Experience with supporting programs in the following technical sectors a plus: Multipurpose Cash, WASH, Shelter/Settlements and Logistics.
* Track record of successful management of USAID OFDA and/or FFP-funded programs.
* Experience with emergency supply chain, administration and financial oversight. Knowledge of CRS and Caritas Internationalis emergency programming and management standards a plus.
* Experience working with large and multi-cultural teams.
* Experience working with and through local partner organizations and in building the capacity of local organization to manage programs/resources, preferably in emergency situations.
* Proficient in security protocols and management of emergency programs in insecure environments.
* Experience with and enthusiasm for coaching, mentoring and on the job training.
* Experience with promoting staff care in emergency settings.
* Experience working in West and/or Central Africa a plus.

Required Foreign Language:
* Fluency in English and French required.

Required Travel:
* Travel is expected to be up to 50% (i.e., six months of the year), primarily within RRF countries in West and Central Africa.
* Candidates should have capacity to live and work in difficult/stressful environments.

Knowledge, Skills and Abilities
* Knowledge of humanitarian codes, principles and practice and experience in their use.
* Knowledge of design requirements and regulations for USG emergency donors required; knowledge of same for other emergency donors such as Caritas, the EU/ECHO and UN agencies a plus.
* Strong partnership and capacity development skills.
* Excellent oral/written communication and facilitation skills.
* Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
* Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
* Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions.
* Proactive, resourceful, solutions-oriented and results-oriented.
