Background

Although urbanization and industrialization has created social mobility through empowering women in Bangladesh, it has simultaneously posed a set of challenges for health and wellbeing of these women and their children specially those are living in vulnerable areas like slums. Overall situation of children in urban slums is much worse compared to non-slum areas in Bangladesh, across a range of key child development indicators. Health and nutrition indicators are not only far worse in urban slums than in non-slum urban areas, but also are well below the national average. About 40% of children under the age of five living in urban slums are stunted, which is considerably higher than that in the non-slum areas. Global acute malnutrition (Wasting) rate is also high, one in every 10 children are moderate to severely wasted with more than two percent are severely wasted across urban locations and divisions. These high rates of under nutrition are primarily due to the poor breastfeeding and complementary feeding practices evident in the survey outcomes; almost half the children are not exclusively breastfeed within their age of less than 6 months and about two thirds of the young children (6-24 m) do not get the minimum acceptable diet across the urban location, specially in the slums. These poor feeding practices are reflected in higher proportions of micronutrient deficiencies among children living in the slum settlements.

 

Description of Assignment

Urban Nutrition Field Facilitator will closely work with the Chief Health Officers, Zonal Health Officers, Slum Development Officers and other relevant staff under the City Corporations, Project Implementation Units and it’s implementing partners for the designated City Corporations (primarily DNCC, DSCC and SCC), and will maintain functional liaison with the Urban Nutrition focal Programme Manager (PM) and Deputy Programme Manager (DPM). Main duties and tasks of this Consultant will be as follows kkunder three key outputs and milestones :

Output 1: Supported technical capacity building and on the job-coaching to the Service Providers, their Supervisors and Managers on delivery, supportive supervision, monitoring, mentoring and reporting on the Essential Nutrition Services Package with adequate quality and coverage (specific focus on demonstrating modelling).

Milestone 1.1 : Report on the training with # of trained staff, # skilled service providers performed quality services.

  • Undertake capacity (staff and training) and supply (IEC, tools) gap analysis and plan accordingly to address them (bringing to the respective management/authority’s knowledge and attention through UNICEF Nutrition Officer for Urban)
  • Support organizing orientation, trainings for the urban nutrition service delivery, supportive supervision, mentoring, monitoring and reporting in coordination with IPHN, respective City Corporations and respective implementing partners.
  • Provide day-to-day supportive supervision and monitoring for the service providers, on the coaching as and when needed on the services delivery and reporting.
  • Support implementation of essential nutrition specific services package through the existing relevant service delivery system (e.g. health service delivery system under public and private management – UPHCSDP, Smiling SUN, BRAC facilities) in close coordination with UNICEF sectoral service support staff (to the City Corporations) with special focus on integrated system approach for demonstrating modeling (in selective zone). 
  • Support operationalization and the institutionalization for timely and complete reporting of nutrition specific interventions through urban MIS that synchronized with DHIS2 keeping close link with the NIPU team at IPHN and mentoring partners M&E/Statistical/Reporting staff
  • Support timely DCT and liquidation by partners (e.g. IPHN, City Corporations) following UNICEF HACT guidelines

Output 2: Ensured essential nutrition services delivery following system approach with adequate quality and coverage outputs, monthly reporting through DHIS2 and monthly coordination among the implementing partners.

Milestone: 2.1: # service points with monthly reporting through DHIS2

Milestone 2.2 : Narrative service delivery status reports with results (proportion of target groups reached with specific services)

  • Facilitate monthly coordination meetings with the implementing partners to review the progress, challenges and follow-up on action plans to improve the quality and coverage of essential nutrition services following a systematic approach.
  • Support respective Chief Health Officers and Zonal Health Officers in organizing the quarterly coordination meeting at the City Corporations central level.
  • Compile DHIS-2 reports by partners, by City Corporations and submit monthly narrative report including DHIS-2 service indicator status, operational best practices and lessons learned on the modelling demonstration.
  • Linkage with existing platforms at the community and facility levels in integrating essential nutrition specific services package/interventions as relevant to the specific platforms and target groups.
  • Maintain liaison with all nutrition specific and sensitive service providers in the respective urban areas to ensure complementary in services for the common target groups.
  • Coordinate with Mothers@Work consultant for advocacy with RMG to linkage the RMG-based interventions with health facility and community-based support.

Output 3: Documented best practices, feasibility, and lessons learned on the service delivery modelling approach, outputs that can be advocated for informing the National Urban Nutrition Strategy Plan of Action and future programming at scale.

Milestone 3.1: Document that describes best practices of capacity building, feasible service integration provision, monitoring & supportive supervision component, way-forward recommendations based on the lessons leaned

  • Prepare beneficiary register on the nutrition intervention targeted population to help analyzing the coverage (proportion estimate) reaching specific interventions through both facilities and communities, report on outputs/results.
  • Document and deliver monthly and in compilation at the end of assignment on the implementation modality, outputs of each of the Essential Nutrition Services Package including best practices and lessons learned.
  • Prepare and submit monthly service delivery and reporting status.

2d) Prepare a register for eligible target population per PHCC catchment area and follow-up on the coverage of specific group and interventions through both facilities and communities.

Education and Knowledge/Expertise/Skills/Experiences required:

  • Advanced university degree on Nutrition, or related technical field from well reputed Institute/University.
  • Minimum 3 years of progressively responsible professional work experiences relevant specified for this consultancy.
  • At least 1 year relevant experience and proficiency in the field operation, technical capacity building support, reporting and documentation as of must need.
  • Experience in urban nutrition program/context as of an advantage.
  • Experience working with government agencies, local authorities, international organizations, NGOs and communities in the field of Nutrition in urban context.
  • Fluency in English and Bangla both on writing and speaking.

Remarks:

Duty Station: Dhaka with extensive field visits to partner City Corporations specially Dhaka North, Dhaka South and Sylhet City Corporations (DNCC & DSCC and SCC)

Payment Terms: Payment will be made upon successful completion of each deliverables according to the schedule.
