UNICEF in Vientiane, Lao PDR is looking for a National Individual Consultancy to support Savannakhet and Attapeu province on the subnational initiative and to develop a multisectoral COVID responsive, child sensitive emergency preparedness and response. The assignment will be undertaken between September to Second week of November 2020. The total number of days for this consultancy is 35 days, to all activities in the different phases. The consultant will base in Vientiane Capital, Lao PDR

Summary of key functions/accountabilities:

In consultation with UNICEF and the Ministry of Planning and Investment (MPI) designated teams from the Department of Planning (DoP), Lao Statistic Bureau (LSB) and the Department of International Cooperation (DIC), other stakeholders include, Ministry of Labour Social Welfare (MoLSW), Ministry of Health (MOH), Ministry of Education and Sports (MoES), and other emergency related agencies including CSOs. This work will be done in two phases. The phases can be implemented concurrently.

Phase One

Stock take and lessons learned from the subnational planning and budgeting initiative in Attapeu and Savannakhet

  • The consultant will support the international consultant to design an approach paper on how to conduct the stock take for the subnational planning initiative with a focus on any conceptual changes required.
  • Facilitate stakeholders’ consultations at the national and subnational levels to take stock of lessons and challenges in the implementation of the sub-national planning approach
  • Support the development and finalisation of the ToR for the Technical working group on subnational planning.
  • As part of the process, the consultant will support the government to identify members of the committee and their responsibilities
  • Based on the lessons learned and challenges update the subnational concept note.
  • Draft and finalise the stock take report for the subnational initiative with a focus on recommendation and road map for scale up.

 

Phase two

Support Savannakhet and Attapeu to develop a COVID responsive, child friendly equity focused emergency preparedness and response plan.

  • Design an approach paper to support the development of the provincial level emergency preparedness plan based on inputs from DIC, DOP, LSB and other relevant stakeholder both at the provincial and national level.
  • Work with the international consultant to carry out a rapid stakeholder analysis, capacity gap assessment and risk and impact analysis for the two provinces (with a focus on key sectors, Water and Sanitation (WASH), Health, Education, Social Protection and Communication for Development (C4D))
  • Through a series of stakeholder meeting facilitates and develop a draft comprehensive multisectoral Emergency preparedness and response plans (composed of all sectoral contingency plans) that can be presented to MPI and the provinces for finalisation and adoption.

The consultant will work with DoP and DIC- MPI and relevant line ministries and partners.

To qualify as an advocate for every child you will need to have:

  • Advanced University Degree in in a field related to Strategic Planning and/or Social Policy (planning, economics, social sciences, public policy and/or international development policy) or related field;
  • Experience in group facilitation, coaching and training; team building and strategic planning
  • Experience on the knowledge of subnational development and risk informed programming
  • Excellent organizational and workshop skills, attention to detail and ability to contribute in an open team environment;
  • Familiarity and prior experience with the UN system, or with the international development/ humanitarian/ emergency community highly desirable;
  • Flexible nature and ability to adapt to changing directions/thinking that may occur during the Workshop;
  • Excellent written and oral communication skills in English and Lao are required;
  • Ability to work independently and respond to feedback in a timely and professional manner.

  1. Assessment Criteria:

A two-stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.

Applications shall therefore contain the following required documentation:

1. Technical Proposal, including a cover letter, updated CV, and copies of 2 relevant evaluations performed earlier by the consultant.

2. Financial Proposal: Lump-sum offer with the cost breakdown: Consultancy fee, travel costs (economy class), per-diem to cover lodging, meals, and any other cost related to the consultant’s stay in Vientiane, including transportation inside the city and other costs. The travel (if involved) shall be based on the most direct and economy fare.

No financial information should be contained in the technical proposal.

Assessment Criteria for Consultant

I) Technical Qualification (max. 100 points) weight 70 %

Education Degree will have a maximum of (30 points)

  • Advanced University Degree in in a field related to Strategic Planning and/or Social Policy (planning, economics, social sciences, public policy and/or international development policy) or related field;

Knowledge of the below will have a maximum of 20 points

  • Excellent organizational and workshop skills, attention to detail and ability to contribute in an open team environment.

Experience in the below will have a maximum of 30 points

    • Familiarity and prior experience with the UN system, or with the international development/ humanitarian/ emergency community highly desirable;
  • The ability to deliver the service with an excellent command of English, both written and oral.
    • Flexible nature and ability to adapt to changing directions/thinking that may occur during the Workshop;

Quality of past work (e.g. understanding, methodology) in the below will have a maximum of 20 points

  • Advanced skills and demonstrated experience in group facilitation, coaching and training; team building and strategic planning (minimum of 8 years);
  • Excellent written and oral communication skills in English are required
    • Ability to work independently and respond to feedback in a timely and professional manner

II) Financial Proposal weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
