This is a strategic position responsible for designing and supporting the implementation of safety and health risk management as part of CRS’ global safety and security risk management approach. As part of the Safety and Security Unit, the Advisor will oversee capacity building in training and medical (case) management, and ensure quality control in safety and health practices and advise the organization during critical incidents and crises to support employee safety and security and enable CRS programming even in the most volatile circumstances.
Safety and Health Support
* Support development of medical support and evacuation plans in CRS countries/regions, including identification of available healthcare facilities and relocation and/or evacuation options, accomplished through both remote support and on the ground deployment.
* Advise on and support management of security incidents with a safety and health component (including traffic accidents, (sexual) assaults, etc.).
* Advise on, monitor and where necessary guide medical emergency management processes and emergency case management.
* Design protocols, guidance and training on medical confidentiality during safety and security situations, support implementation and monitor.
* CRS staff and management liaison to ensure streamlined communication between medical and security emergency support provider and patient.
* Collaborate, coordinate and support with design and implementation of family support and liaison procedures, training and support network.
* Conduct and support HIPAA risk management assessments during safety and security work and other incidents or situations where required in coordination with Human Resources (HR) and Global Knowledge and Information Management (GKIM).
* Support Human Resources with implementation of medical screening protocol upon request.
Disease Outbreaks and Medical/Health Emergencies
* Develop advice and guidelines for CRS staff upon request during disease outbreaks and medical or health emergencies.
* In collaboration with Safety and Security Analyst and PIQA Health team, provide analysis and assessments on emerging health situations with potential safety and security impact.
* Support Director of Safety and Security; country, regional and executive leadership in formulating response
Training
* Design and develop health briefing module for staff pre-start date and/or pre-departure, including first aid appropriate for low-income countries.
* Design, maintain and at times deliver training on first aid and psychological first aid, including “train the trainer” sessions, and assure quality control.
Qualifications
* Registered General Nurse, Nurse Practitioner, Advanced Paramedic or other healthcare professional (Registered with NMC, ANA or equivalent)
* HIPAA certified
* High level of experience in acute care
* Experience in handling Personal Health Information (PHI) and electronic PHI (ePHI)
* Experience in travel health medicine
* Experience in delivering health training
* Previous medical assistance experience desirable
* Prior experience in international development/NGO Sector desirable
* Trauma-counselling experience and/or experience in responding to sexual violence incidents desirable
Technical/Professional
* Demonstrated knowledge of best practices in security and staff safety
* Experience working in delicate situations with partner organizations
* Knowledge of and working experience in the region is strongly preferred
* Strong cross-cultural skills
* Ability to train and convey information to non-security personnel
* Excellent interpersonal and negotiating skills
* Excellent writing skills and strong communicator and bridgebuilder
* Proficiency in MS Office
* Diplomatic, able to manage conflict and move groups toward consensus
* Good judgment and sound decision-making skills
* Excellent organization and planning skills, detail-oriented, ability to work on multiple tasks simultaneously
* Strong initiative and self-motivated, with a commitment to humanitarian principles
* Able to work without close supervision, experience with remote management
* Quick learner, adaptable and creative
