Terre des hommes Foundation is seeking to contract a consultant to conduct a donor Mapping and donor engagement strategy development for MENA region
Introduction
Tdh in the past few years has been consolidating and expanding its presence in the MENA region as a reliable and competent child focused aid actor. During this period Tdh has managed to grow its portfolio across a diversified set of donors and succeeded in building confidence to retain these funding streams. Due the current global financial crisis and the increasing humanitarian needs these pools of funding are becoming limited and highly competitive. It is also realized that the organization is not tapping into some other funding opportunities, due to 1) lack of familiarity with the donor, eligibility criteria and the application process; 2) not being prepared for the tenders with the required systems, paper work, compliance requirements, and information, 3) tdh’s dependency on traditional donors, and 4) the lack of visibility of Tdh with these donors;
Hence, Tdh intends to better understand the changing donor landscape, and identify the donors who share mutual interest in geography and programming, and develop a donor engagement approach, which build into the Tdh MENA 2021-2024 strategy. This document is attempting to clearly outline the objectives and deliverables for a consultancy to support with a comprehensive donor mapping and donor engagement strategy for the Tdh MENA region.
Objectives of the assignment
1) Map donors (traditional/ non-traditional, global, regional, national, private sector) whose interest align with Tdh MENA regional vision, strategy, and programmatic priorities.
2) Develop a donor engagement strategy for all key donors with who Tdh has most alignment with.
3) Provide the Tdh MENA management and key programming staff orientation on donor mapping and on the donor engagement strategies.
Key deliverables
The donor mapping to consist of:
· A matrix analyzing donor interest aligned to Tdh MENA strategic & programmatic priorities
· The mapping to include the following information for each donor with whom Tdh has potential for future collaboration.
- Donor overview, and their strategies, for the period 2021-2024
- Identified donor programming priorities, for the 2021-2024 period
- List of priority countries for the donor for the period 2021-2024
- Fund allocation, funding mechanism / cycles, general eligibility criteria
- Current grant recipients (organizations, types of projects being funded)
- Reference materials on the donor standards, policies, compliance requirements, proposal review methods, and other contractual requirements.
- A trend analysis of the donor by focusing on types of agencies they have funded in the past 3-5 years, types of interventions, types of projects (consortium, regional, national) size of awards, duration of grants.
- Contact details of focal points with these donors at the HQ, regional and national levels.
· Present the donor mapping and get it validated by Tdh MENA management
The donor engagement strategy to consist of:
· Key donors for future engagement are identified jointly with Tdh MENA Management team.
· Individual donor engagement plans are developed for the identified key donors. These plans to include information on
- Donor interest and influence in a specific geography or programming area, forums
- Why they are interested in these areas, and what they communicate to the public about their engagement in these areas.
- What can Tdh communicate to them about ongoing Tdh programming and initiatives
- How to communicate with them (methods, focal points)
- When to communicate
- Who from Tdh should communicate, (how to be prepared)?
- What material / information should Tdh prepare for visibility & to share with the donor
Orientation to Tdh MENA staff on the donor mapping and donor engagement strategies:
· Provide key MENA management staff an orientation on the material developed through the consultancy, with the inclusion of presentations, etc.
Timelines
The overall estimated timeline for the study is 2 months and a half working days
Requirements for the facilitator
Academic Background:
· Social sciences, political science, Middle eastern policies & studies, fundraising, international relations
Knowledge:
· Familiar with the Middle East and Northern Africa context
· Solid understanding of donor landscape in the region and their funding approaches and associated mechanisms,
· Familiarity with non-traditional donors, private sector
· Fundraising, proposal development, donor engagement
Skills:
· Excellent writing skills
· Good desk research and analytical skills
· Excellent interpersonal skills and the ability to engage with donors
Experience:
· Previous working experience in the MENA region (Required)
· Child protection or child focused organization (Required)
· Previous fundraising experience with donors from the US, EU, other European entities,
