Overview

The purpose of USAID’s Bangladeshi Youth Activity (BYA) is to bolster youth’s income; increase resilience to violent extremism/ and anti-democratic values; and to provide youth the skills and abilities to advocate for good governance and to improve Bangladesh’s self-reliance. BYA will build skills and empower in- and out-of-school youth to increase their employability, civic engagement and contribution to the economic growth of Bangladesh.

Position Summary:

The Chief of Party (COP) will be responsible for the project’s overall management, technical approach, quality and timeliness of deliverables, external representation, and coordination with the USAID Agreement Officer’s Representatives (AOR). S/he will be responsible for providing the strategic vision for the Activities and will ensure the quality of the work and compliance with contractual obligations and results. S/he will also be responsible for ensuring the quality and performance of work that is sub-contracted to other partners.

Expected outcomes:

  • Ensure the project is operational and meets its objectives and anticipated outcomes
  • Ensure key project deliverables are timely and approved
    Responsibilities:

  • Provide overall management and leadership of technical, administrative, operational and logistical direction of the project;

  • Serve as primary liaison with USAID on management and technical work;

  • Foster and maintain collaborative relationships with Bangladeshi government officials, and senior-level national and country-level government officials;

  • Lead coordination with USAID, key stakeholders, and other implementing partners; and
  • Manage and supervise the work of project personnel and subcontractors.

    Qualifications:

  • At least a master’s degree in business, economics, education, political science or other relevant field (or, alternately, a Bachelor’s degree in a relevant field and five (5) additional years of relevant experience);

  • At least 12 years of experience implementing programs in youth development, civic engagement, preventing/countering violent extremism, inclusive economic growth or workforce development in developing countries, of which seven (7) years was overseas in a senior leadership capacity of a project that involved managing a team (experience in South Asia strongly preferred);

  • Technical expertise in Positive Youth Development (PYD), civic engagement, youth engagement, gender and inclusion, youth livelihoods development, preventing/countering violent extremism, and/or workforce development;

  • Experience working collaboratively with host country governments and the local private sector, and coordinating activities with those of donors;
  • Experience in design and implementation of large-scale projects ($25m in value or more), including financial management experience, such as budgeting, tracking, reporting and accounting; and procurement;
  • Experience managing projects and/or an office with culturally diverse teams and working with counterparts from other cultures;
  • Prior experience in Bangladesh with knowledge of youth dynamics and services in the country is highly preferred; and
  • Excellent oral and written English required.
