Chemonics seeks an Antiretroviral Team (ARV) Supervisor to support the Global Health Supply Chain- Procurement Supply Management Project based in Arlington, VA. The ARV Team Supervisor will oversee the end-to-end process for procurement of ARV commodities from receipt of requisition orders (ROs) from country offices and other clients, to client approval, sourcing and purchasing, and coordination on delivery. GHSC-PSM is the primary vehicle through which the U.S. Agency for International Development (USAID) procures and provides health commodities for countries receiving U.S. government foreign assistance. The project also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President’s Emergency Plan for AIDS Relief, the U.S. President’s Malaria Initiative, USAID’s family planning and reproductive health program, and USAID’s maternal and child health program.

Responsibilities include:

  • Oversee all aspects of the procurement of ARV commodities from receipt of RO to handoff for delivery to supplier invoicing

  • Supervise an international team of procurement specialists focused on ARV commodities, including establishment of performance goals, workload distribution, and capacity building

  • Implement and refine policies, procedures, work instructions and guidance documents related to the ARV commodities across all procurement areas

  • Maintain staffing capacity to conduct a wide range of health commodity sourcing events, ensuring technical expertise

  • Provide guidance, leadership, mentoring and support for ARV supplier selection and contracting activities leveraging GHSC-PSM MIS tools

  • Ensure ARV commodities are managed in a manner to identify emergency, or critical sourcing orders that require management intervention, collaborating with USAID, Country Programs, and suppliers as required

  • Supervise Procurement Specialists who will work with the Forecast and Plan team, to determine whether requested products can be procured by internal distribution order (DO), supplier purchase order, or whether competitive sourcing is required and provides guidance to procurement specialist for complex orders

  • Work with the Task Order 1 ARV ISC to establish strong working relationships with ARV suppliers and explore innovative market-led solutions to improve commodity security and improve on-time-delivery

  • Liaise with the Task Order 1 ARV ISC Manager to ensure coordination across the global supply chain and PSM

  • Ensure strong communication and visibility around ROs to internal and external stakeholders, including USAID, GHSC-PSM Country Programs, Deliver/Return team and Global Supply Chain (GSC) teams

  • Review procurement technical packages (files) prior to submission to the risk team and ensure compliance with procurement guidelines

  • Collaborate with other GSC team members to achieve target cycle time metrics goals

  • Contribute and support strategic ARV sourcing strategy implementation, in collaboration with the Integrated Supply Chain Manager, ARV Strategic Sourcing Lead, Market Dynamics team, Supplier Relationship Management team, USAID, GHSC-PSM functional leaders, and GSC teams

  • Collaborate with GHSC-PSM Quality Assurance/Quality Control team and USAID regarding quality control requirements for ARV commodities

  • Collaborate with GHSC-PSM on continuous improvement of GSC systems and tools

  • Continuously work to improve and broaden health commodity product knowledge

  • Provide short-term technical assistance and/or capacity building to field offices, as necessary

  • Perform other duties as required

Qualifications:

  • Bachelor’s degree in a relevant field or equivalent work experience, required

  • Minimum 7 years of procurement, supply chain, and/or technically relevant work experience

  • Minimum 3 years of experience managing teams of at least 3 people

  • Demonstrated understanding of USAID and other Federal Acquisition Rules

  • CIPS, CPSM, or other relevant procurement certification preferred

  • Experience living or working in developing countries preferred

  • Technical product knowledge of one or more GHSC-PSM product areas

  • Willingness to work overseas for up to 4-8 weeks per year

  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings

  • Strong knowledge of MS Office applications

  • Ability to work both independently and as part of a team

  • Demonstrated integrity, independent thinking, judgment, and respect for others

  • Fluency in a secondary language desired
