About Point:

POINT was established as NGO by a group of Diaspora humanitarian experts. As an NGO,
the co-founders of POINT realized the crucial gaps between providing aids and the need
for building the resilience of communities. We believe at POINT that the best solutions to
support the people in crisis should be by a quick transformation from rapid response to
resilience method, as this approach within humanitarian operations is crucial to the first
efforts of a community to recover, rise again, and start to use their capacity, starting from
education and livelihood at the first stages, ending by early recovery and rehabilitation at
later stages.

POINT works in many countries closely with civilians like IDPs, Refugees, Returnees, and
host communities, In addition to the local initiatives, local NGOs, and INGOs. For that,
POINT has organized to hire all needed experts, skills, and tools that are necessary for
POINT mandate in resilience and organization development. POINT always seeks to
increase its geographical coverage areas in the world to reach the most vulnerable civilian
groups and work with them hand in hand for a better sustainable life.
POINT is registered in Sweden as non-profit organization and have missions in Turkey, Iraq,
Yemen, and Syria.

Introduction the Position:

The role of this position is to supervise, lead and oversee the performance of finance department, and develop financial Strategic plans and contribute in the organizational Strategic planning.

Key Responsibilities:

  1. Check and approve weekly and monthly cash and bank reconciliations.

  2. Coordinate money transfer to POINT offices within the expenditure plan

  3. Review and verify the accuracy of financial statements and records in financial books and accounting records, arrange & classify data.

  4. Review income statements, verify, validate and archive data and supporting documents.

  5. Follow-up financial and accounting procedures of implementation of budget activities to comply with the regulations.

  6. Review payroll, wages and dues paid and ensure their conformity with the appropriations and the approved budget.

Procurement and Assets management:

  1. Manage and supervise all procurement, ensuring alignment with policies and donor contracts/agreements.

  2. Manage POINT assets through maintaining and frequently updating of asset register, internal control and audit procedures

Financial planning/ Strategic development:

  1. Review and develop the organization financial (Policy, Manuals, Tools and procedures) and ensure that it’s compatible with other departments’ policies and organization’s strategy.

  2. Prepare the annual plan of the department.

  3. Contribute to the development of the organizational strategies and Provide inputs for the Organization’s annual report.

  4. Work on developing the department throughout: periodic meetings with other departments and programs, Integrate and use IT accounting solutions

  5. Supervise the preparation of allocations of funding and budgeting of planned expenses in the components of the response to identify funding gaps.

  6. Provide the management with frequent analysis on the organizational status , provide recommendations based on the analyzed data.

Budgeting:

  1. Develop the Organization master budget and review it on quarterly basis.

  2. Develop proposal budgets and control expenses based on each project budget

Reporting and legal requirements:

  1. Review and approve financial reports (Monthly/Quarterly/annual/Final) and supporting documents before sending to executive management/donors , and finalize/endorse reports by addressing donor’s comments.

  2. Prepare the BVAs of each project and discuss the report with programs team before share it with senior management or to donors

  3. Work with Turkish charter accountant to finalize Turkish financial reports ( including financial information of POINT’s interventions in Syria, Iraq, Yemen and Turkey.

  4. Review the financial reports from the sub-partners and work with them for the capacity development.

Compliance and auditing:

  1. Lead the Internal auditing process of the financial department and grants , develop the required monitoring tools.

  2. Work with the external auditor to conduct the annual financial audit.

  3. Maintain a computerized and up-to-date filing/archiving system of the projects, keep status reports updated all the time and fulfill auditors requirements.

  4. Ensure that all Point’s process are done in compliance with donor’s and Turkish government rules and regulations

  5. Establish open communication channels with donors and contribute in kick-off meetings for new projects and cover the donors compliance

Supervision and team lead:

  1. Lead the financial team in headquarter and branches, monitor and evaluate the team performance quarterly and develop work plans and assign tasks.

  2. Develop the capabilities of team through training and coaching , develop CB plan for department staff.

Coordination and liaison with other departments:

  1. Ensure that project managers are provided with the tools they need to manage their budgets

  2. Ensure project team have up-to-date information of monthly expenditure

  3. Attend monthly meetings with senior management of the organization.

skills and experiences:

  1. Good knowledge of the principles of accountability and humanitarian accountability.
  2. High skills in team management and team development.
  3. Skills in training individuals.
  4. Full understanding of the requirements of the Turkish government for the finances of the organizations working for Turkey and the Syrian context inside Syria.
  5. Strategic planning and annual financial planning skills
  6. Proven track record of managing multiple donor accounts successfully
  7. At least 7 years’ experience in financial management and 4 years at least in NGOs.
  8. At least two years’ experience in dealing with support programs Departments
  9. Academic degree in Financial Management and Accounting.
  10. Ability to maintain the highest level of honesty and professionalism when dealing with staff, funders, project participants, and partner organizations
  11. Knowledge of the global financial systems adopted by donors like EU, USA, DIFD, UN…
  12. At least 3 years’ experience in financial risk management.
  13. At least two years’ experience in developing the financial policies of the non-profit organization.

Reporting to: CEO

The contract period:1 Year

Travel: when required travel to other cities in Turkey, Iraq and Yemen
Based in: Gaziantep – Turkey
