Context:

Under the overall supervision of the Regional Director (RD) of the International Organization for Migration (IOM) Regional Office (RO) for the European Economic Area (EEA), the European Union (EU) and the North Atlantic Treaty Organization (NATO), in collaboration with relevant units at Headquarters (HQ) and Administrative Centers (Manila and Panama City) and the direct supervision of the Head of EU Financial Liaison and Regional Resources Management Division/Senior Regional Resource Management Officer (SRRMO), the successful candidate will be accountable and responsible for monitoring and supporting the financial, human resources and other administrative functions of the Country Offices (COs) within the EEA Region as well as for advising on management-related issues and for managing and administering the resources management related functions of the RO.

Core Functions / Responsibilities:

  1. Monitor and oversee the financial management of IOM COs in the EEA Region including the oversight of financial expenditure and accountability.

  2. Review and assess budgets contained in proposals as part of the project endorsement process with a view to seeking adequate coverage of shared staff and office costs, provide a risk assessment and recommendation for mitigation where necessary.

  3. Provide financial evaluations of projects in the Region, oversee budget control processes for projects and overall CO budgets and analyze variances between budget and actual expenditure with a view of timely corrective action.

  4. Oversee the preparation of donor financial reports in accordance with IOM regulations and established procedures and support EEA missions in the orderly conduct of project audits/verifications.

  5. Monitor the implementation of internal controls to prevent fraud and mismanagement and undertake visits to the COs under responsibility of the RO and check the application of the internal controls. Act as bank signatory for COs too small to allow for segregation of duties.

  6. Produce instructions and procedures to complement or to adapt the general instructions of IOM, taking into consideration the volume of activities, staffing and the constraints and specific needs of the COs, namely in the areas of general administration, finance and Human Resources (HR).

  7. Assist the RD in managing the HR administration in the EEA COs; oversee the HR functions and assure that policies, rules and regulations are followed.

  8. Provide first-line support, guidance and training to Resource Management Officers (RMOs) or equivalent in the Region with respect to IOM’s policies and procedures relating to administrative, financial, HR, PRISM, Information Technology (IT) and procurement matters.

  9. Supervise the HR Common Services for RO/CO Brussels and ensure the functioning of all support services at the RO; monitor and oversee the financial management activities of the RO including oversight of financial expenditure, accountability and projectization of staff.

  10. Support and guide other units (programmes and offices) on matters related to IOM administrative and financial rules and regulations and HR problems with a view to increasing their effectiveness.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree, preferably in Finance, Accounting, Public Administration, Business Administration or a related field form an accredited academic institution with five years of relevant experience; or

• University degree in the above fields with seven years of relevant professional experience;

• Professional certificate as Chartered Accountant or Certified Accountant is an advantage.

Experience

• Experience in liaising with national, regional and international institutions, especially those responsible for distribution of EU funds;

• Experience in financial management, accounting and budgeting;

• Proven experience in effectively managing a team;

• Experience and very good knowledge and experience in human resources administration and management, IOM’s financial management policies and procedures and internal control assessments;

• Thorough experience in IOM’s SAP-based financial and HR systems (PRISM);

• Experience with and substantive knowledge of European Union financial eligibility rules and procedures.

Skills

• Excellent level of computer literacy especially in Excel and SAP.

• Knowledge of the region is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
