The Philippine Red Cross intends to carry out humanitarian diplomacy scoping study which is expected to support the PRC International Humanitarian Law and Disaster Management Offices to develop their HD strategy for DRRM. This study is supported under Empowering Philippine Institutions and Communities (EPIC) DRRM project, implemented in partnership with German Red Cross and German Federal Ministry of Economic Cooperation and Development (BMZ).
PRC is looking for an qualified consultant to carry out the study under the supervision of IHL Manager and DMS Director.
Objectives of the study:
i. Examine how PRC’s auxiliary role is understood in the Philippine context by PRC staff and volunteers, the government and other stakeholders, and identify potential gaps between these understandings, and in line with the original definition of RCRC, which leads to an agreed upon common definition.
ii. Identify PRC’s strengths in DRRM on different levels (national, provincial, municipal, barangay and school).
iii. Propose a Memorandum of Execution (MoE) on activities for Humanitarian Diplomacy (or a joint Action Plan for complementing the Philippine government in DRRM).
Expected outputs:
Three major outputs are expected at the end of this study.
i. PRC’s role as auxiliary to the government with clear responsibilities is assessed and presented.
ii. PRC’s areas of expertise in DRRM is identified and documented with evidences.
iii. Joint Action Plan (JAP) with the government for strengthening PRC’s Humanitarian Diplomacy approach across the Philippines is developed and presented leading to the approval of a Memorandum of Execution.
Proposed methodology:
Ø Desk review of national and PRC policies, laws and related documents that support the organization’s auxiliary role to the government or Humanitarian Diplomacy approach (e. g. Strategy, Republic Acts, Memos, NDRRMF/P, PRC service delivery reports, project evaluation reports etc.)
Ø Interview and/or online survey with PRC key staff at NHQ, IFRC/PNS staff and government representatives at the national level.
Ø Interview (face-to-face or online) with PRC chapters staff, LGU representatives (regional, provincial and municipal) and other stakeholders for the purposes of:
- identifying gaps and opportunities for PRC’s Humanitarian Diplomacy activities on DRRM
- looking into the relationship between chapters and stakeholders (e. g. roles, interests, communication)
- looking into opportunities to engage the Philippine government and other stakeholders
- identifying specific key advocacy messages for PRC
Ø The selection criteria for the chapters are based on their classification (service delivery and degree of participation in LGUs) and implementation of special DRRM projects (with and without a focus on advocacy).
Ø Validation Workshop of the study at NHQ presenting a joint Action Plan with the government
Ø Finalization of the report on the Humanitarian Diplomacy scoping study
Proposed timeline:
The consultancy is expected to start in November 2020 and approximate number of consultancy days would be 32 days.
Consultant Profile:
The consultant should meet the following criteria:
Obligatory:
- Academic background in social studies or law or a development oriented subject
- At least 10 years’ experience in advocacy
- Proven ability to develop and carry out needs assessment and stakeholder analysis using a participative, bottom up approach
- Excellent written and verbal English language skill (proof of previous works)
- Proven experience in carrying out similar studies
Preferable
- Knowledge/experience of the Red Cross and Red Crescent Movement
- Knowledge/familiarity with Philippine national DRRM structure and its functioning
- Must be based in the Philippines
