1. Introduction and background
The Danish Refugee Council (DRC) assists refugees and internally displaced persons across the globe: we provide emergency aid, fight for their rights, and strengthen their opportunity for a brighter future. We work in conflict-affected areas, along the displacement routes, and in the countries where refugees settle. In cooperation with local communities, we strive for responsible and sustainable solutions. We work toward successful integration and – whenever possible – for the fulfilment of the wish to return home. The Danish Demining Group (DDG) is the mine action and armed violence reduction unit within DRC and focuses on freeing communities from the fear of mines, explosive remnants of war and armed violence.
The Danish Refugee Council was founded in Denmark in 1956 and has since grown to become an international humanitarian organization with more than 7,000 staff and 8,000 volunteers. DRC has been working in the Tindouf region since April 2016, implementing livelihood projects in all five of the Saharawi refugee camps: Boujdour, Smara, Ausserd, Laayoune and Dakhla. In 2018, the Danish Demining Group (DDG) started Mine Risk Education projects in the same area. In the past four years DRC has continuously developed its livelihoods programming in the refugee camps looking at working with vulnerable groups with a particular focus on opportunities for youth. This project includes training programmes inside the camps, as well as provision of start-up grants, business top-up grants and technical support in business development throughout the year. These initiatives are carried out in close cooperation with the Ministry of Youth and Sports.
DRC/DDG started its operations in Western Sahara, East of the Berm (WS EoB) in December 2019 to implement a Non-Technical Survey (NTS) project (as per methodology of Vehicle Assisted Survey (VAS) – Box Survey/Verification), supported by the provision of risk education and community liaison to facilitate prioritisation of clearance tasks, to release land back to community and to protect populations affected by Explosive Remnants of War (ERW). DDG will ensure gender mainstreaming to offer equal opportunities to women at both the DDG/DRC structure and beneficiaries’ levels. DRC/DDG has its head office in Rabouni / Tindouf and will open a field office in WS EoB.
In February-March 2020, all field-based staff including the NTS/EORE teams and medics were provided with comprehensive medical training over a one-month period. The subsequent confinement measures and border closures of Algeria and Western Sahara EoB imposed by the government to contain the spread of Covid-19 meant that the teams were unable to deploy as planned and since then activities have remained on standby. Planning is now taking place to relaunch the project as soon as access restrictions are lifted, and therefore as per DDG and international standards, the trained staff require a refresher medical course to prepare them for deployment.
2. Consultancy objectives
Overall purpose of the consultancy: The overall purpose is for the Medical Trainer to provide medical refresher training the DDG Field Medics, NTS field staff and selected DRC office staff in all medical procedures and theory as directed in DDG medical Standard Operating Procedure (SOP) and treatment protocols.
Medical refresher training within DDG can be separated by level:

All those medical support staff designated as field medic shall be trained to field medic level by way of successfully completing the 5-day (40 hour) DDG field medic refresher training course.

All field-based staff shall complete the minimum 2 day (16 hours) first responder training.
Key responsibilities: The Consultant will be expected to provide the following deliverables:

Provide refresher training in line with standards set in DDG’s medical support to mine action SOP.

Facilitate theory and practical lessons in the classroom and outdoors as appropriate.

Assess/advise on DRC/DDG’s Algeria’s material medical capacity including Emergency Trauma Kits and ambulances, and medical equipment spares lists (including organisation / distribution of the medical equipment to the teams).
Specific tasks: The Consultant will be expected to deliver the following specifics:

In consultation with the DDG Global Operations Manager, the DDG Global Medical Advisor, and the DDG NTS/EORE Project Manager as well as DRC Head of Office for Algeria respectively, conduct full paramedic/ field medic refresher training in line with DDG treatment protocols. DDG will provide training material for the courses. It is however expected that the Consultant will develop field scenarios as required during the practical phase of training for the purpose of familiarising the trainees with the current DDG SOP and international best practices.

Conduct the required lessons in accordance with the Training plan developed by the Global Medical Advisor and Project Manager.

Conduct the necessary evaluation and testing.

Provide a final report on the outcome of the trainings.
3. Consultancy scope
The scope of the consultancy shall cover all medical related emergencies and incidents likely to be encountered on the way to, during and on the return journey from operations, and should be used to support operations in deep field locations where it is necessary for the team to stay in temporary/ field accommodation.
The consultancy should cover only DRC / DDG projects based in Tindouf, Algeria and Western Sahara, East of the Berm. All practical and classroom work should take place at DRC Offices, Weather Haven Compound, Rabouni, Tindouf, or in an alternative location should the meeting room not be available. All rights to the training material lie with DRC / DDG, hence the Consultant can solely use this material for this assignment unless otherwise agreed with DRC / DDG.
During the consultancy in Algeria the consultant must obey the context related set-up and adhere to any instruction, guidance, and procedures in terms of security and cultural respect.
4. Timeframe
The time frame for conducting the consultancy will be dictated by the opening of Algeria’s borders and DRC/DDG’s capacity to access Tindouf and Western Sahara, East of the Berm. This timeframe is tentative and will be revised based on the consultant’s proposal.

In advance of starting the work, the Consultant will be expected to confirm with the Project Manager that the number of days outlined above remains appropriate. Deadlines for all deliverables will be finalised based on consultation with DRC.

6. Payment timeline
100% at the submission of the final report after presentation of an invoice and signed Certificate of Completion of Service.
7. Reporting Line
The consultant will report jointly to the DRC/DDG Head of Office, Algeria and the DDG Project Manager.
8. Consultant Qualification and Expertise
DRC / DDG is seeking an experienced and qualified consultant with the following expertise and skills:
· Fluency in written and spoken English and Arabic is required with Spanish being a strong added value.
- Recognized and current (valid for duration of assignment) medical and trauma certification (ITLS & ACLS or higher equivalent).
- Demonstrated planning and work plan drafting skills.
- Proven competence in report writing.
- Demonstrated experience in delivering training within the last 5 years.
- Ability to work proactively and with own initiative and as part of a team.
- Good interpersonal and communication skills.
· Previous Mine Action experience preferred.
· Must have unrestricted access to Algeria either through nationality or with an appropriate visa. The visa must be valid for the duration of the consultancy.
We offer
DRC will provide international and domestic flights, accommodation, and airport transfers from Tindouf Airport to the DRC compound.
If the consultant visits an area that is deemed an insecure environment, this should be decided in coordination with DRC and restrictions may apply. DRC will provide security information and the consultant is expected to follow DRC security procedures.
DRC staff located in the assessment areas will provide necessary support to the consultant.
Assessment and Award of Consultancy
DRC will evaluate the proposals and award the assignment based on technical and financial feasibility. DRC reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder.
Only those shortlisted will be contacted, and an interview conducted. Any subcontracting of the consultancy will not be accepted.
Selection Criteria
For the award of this consultancy, DRC has established evaluation criteria which govern the selection of offers received. Evaluation is made on a technical and financial basis. The percentage assigned to
each component is determined in advance as follows:
THE TECHNICAL OFFER (80% of the overall evaluation): will be evaluated using the following criteria, and points will be allocated in the scale from 1– 10 for each of the criteria stipulated below, whereas the weighting is as follows:

50% – Proposed methodology and workplan of activities and deliverables summarize the understanding of the ToR
THE FINANCIAL OFFER (20% of the overall evaluation):
